• General salary increases of 3.5%, effective December 20, 2026, and 3.5% effective December 19, 2027.

The Position and Opportunity
Under general direction, provides a broad scope of analytical, technical, and professional-level support for the County Executive Office Human Resources and Labor Relations Divisions. The position is tasked with creating mechanisms to capture a broad variety of data, developing systems to easily utilize the data for continuous process improvement, and making recommendations to enhance the capabilities of the office to rely upon data-driven decision making.

This role requires the ability to translate complex data into clear, digestible insights and present information in a way that supports sound decision making by executive leadership and operational partners. Strong collaboration skills are essential, as the successful candidate will work closely with diverse stakeholders to achieve measurable results.

The Ideal Candidate
We are seeking a technical expert and trusted internal consultant who demonstrates a strong understanding of the systems and tools necessary to capture, analyze, and interpret complex data. This individual will proactively anticipate next steps and evolving business needs across departments and agencies, positioning themselves as a strategic partner rather than a transactional resource. The ideal candidate is forward-thinking, solutions-oriented, and able to identify alternative approaches that drive efficiency and strengthen processes. We are particularly interested in candidates with a background in classification and compensation studies, including experience conducting market analyses, job evaluations, and organizational assessments.

APPROXIMATE SALARIES:
Personnel Analyst I: $3,303.16 - $4,624.88 Biweekly
Personnel Analyst II: $3,781.65 - $5,294.83 Biweekly

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Personnel Analyst I/II are Management classifications and are not eligible for overtime compensation.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies for this position or similar positions only. There is currently one (1) Regular vacancy.

TENTATIVE SCHEDULE

Duties may include, but are not limited to:

• Serves as an internal consultant and technical expert related to the use of dashboards, databases, reporting systems, surveys and related tools required to evaluate labor relations and human resources programs and recommends improvements.
• Performs statistical analysis of data related to labor relations and human resources functions, creates graphical representations of data, makes recommendations for enhanced efficiency, and prepares and presents written and oral reports.
• Produces cost analyses and projections for economic proposals submitted by employee organizations in the bargaining process to support the County's bargaining position.
• Extracts, analyzes, interprets, and arranges data from databases for a variety of programs, activities, reporting requirements, and labor and human resources-related purposes.
• Collaborates with staff and stakeholders to design, plan, modify and/or amend reporting systems and related technologies to promote continuous process improvement and data-driven decision making.
• Manages projects; prioritizes projects and tasks and coordinates staff resources as necessary; may exercise functional supervision over lower-level staff and contractors as warranted.
• Analyzes, designs, modifies and/or implements dashboards and relational/standalone databases utilized for data collection, analysis, and reporting as assigned.
• Attends meetings as a representative of the County Executive Office; prepares, administers, and monitors programs.
• May provide individual and/or group training to staff in the proper operation of systems and programs; creates, composes, and edits training and procedural guides for staff.
• Performs other duties as required.

Education/Experience:

Some (I) to Considerable (II) experience in professional-level human resources data management which has led to the acquisition of the required knowledge, skills, abilities, and competencies. An example of a qualifying education and experience is:

Human Resources Data Analyst I: Possession of a bachelor's degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND one (1) year of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.

Human Resources Data Analyst II: Possession of a bachelor's degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND three (3) years of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.

NECESSARY SPECIAL REQUIREMENTS:

• Considerable experience utilizing various technologies including advanced experience with any of the following three (3) tools:
  • Microsoft Excel
  • Power BI
  • An integrated HRIS system, such as PeopleSoft.
• Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
• Experience preparing and presenting comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.

DESIRED:

• Training or experience conducting job classification and compensation studies.

TRAINING and EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION/PRACTICAL EXAMINATION - 100%: A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, abilities, and competencies in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The oral examination/practical may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.

NOTE: The selection process will likely consist of an Oral/Practical Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance. For this reason, it is recommended that your application clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions be completed with care and diligence.
