The Contract Manager is responsible for managing assigned procurements and contracts through pre-award phases (planning, solicitation, evaluation, and contract formation) and, when assigned, performing post-award administration through contract completion. This role works directly with project teams, consultants, and vendors to ensure procurements and contracts comply with Port policies, procedures, and statutory requirements. The Contract Manager develops solicitation documents, coordinates the full competitive process, prepares contract documents, and ensures accurate documentation for award and execution.
The Contract Manager collaborates with the Senior Contract Manager on shared department tools, training consistency, and documentation standards. Each Contract Manager owns their assigned contracts but may provide or receive support from teammates when workload shifts or issues arise.
We seek a professional, knowledgeable, Contract Manager for a regular, full-time position. The essential responsibilities for the Contract Manager may include, but are not limited to, the following:
- Exercise discretion and independent judgement to manage the full procurement lifecycle from planning through award, including scope development, solicitation drafting, posting, addenda management, bidder communications, evaluations, and award recommendations.
- Interpret and apply procurement laws, regulations, policies, and standard contract requirements (including RCWs, WACs, WSDOT standards, federal requirements, and applicable construction specifications) to ensure compliant and consistent processes.
- Draft, prepare, and route contract documents and coordinate award documentation, Commission materials, and required administrative actions.
- Administer assigned contracts through completion, including monitoring performance, deliverables, compliance, documentation, amendments, extensions, renewals, logs, and issue resolution.
- Serve as the primary point of contact for procurement- and contract‑related questions, discrepancies, corrective actions, protests, and formal notices.
- Identify risks, compliance concerns, or procedural issues and recommend actions based on laws, policies, and established guidelines.
- Maintain complete, accurate, and audit‑ready procurement and contract files in accordance with established standards.
- Provide guidance and training to project teams and internal clients on procurement procedures, contract requirements, and documentation expectations; contribute to onboarding and development of standard tools and training materials.
- Support process improvements, template updates, and consistency efforts across procurement and contract administration practices.
- Build and maintain effective working relationships with internal teams, consultants, contractors, and vendors.
- Contribute to departmental goals and organizational values by promoting accuracy, consistency, service excellence, and effective teamwork.
- Actively support the Port’s mission and vision and demonstrate values consistently.
- Work effectively as a team player with all Port employees.
- Perform other duties as assigned to support procurement operations, contract lifecycle management, and departmental initiatives.

Qualifications:
Education: Bachelor’s degree in business administration, finance or a related field preferred. High school diploma or equivalent required, or a combination of education, training and experience that demonstrates the ability to perform the job effectively. Knowledge of public procurement and contracting principles, including relevant federal regulations, Washington State procurement and public works laws, and standard public works construction specifications such as WSDOT and APWA standards and comparable public‑sector frameworks.
Experience: Minimum of five (5) years of experience in procurement and contracting, preferably in a public-sector environment. Experience preparing solicitations, managing competitive processes, and developing contract documents across multiple contract types (public works, professional services, technical services, intergovernmental) is strongly preferred. Equivalent combinations of education and experience will be considered.
License/Certification:
- Valid, unrestricted driver’s license.
- Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.
Required Skills/Abilities:
Communication Skills: Able to communicate clearly in writing and verbally, and convey requirements, guidance, and expectations to project teams, consultants, and vendors. Able to maintain confidentiality and ensure accuracy in all communication. Ability to understand and communicate effectively in English to review contracts, prepare documentation and exchange accurate information.
Organizational Skills: Highly organized and able to manage multiple procurements, deadlines, and competing priorities in a dynamic environment.
Analytical Skills: Detail-oriented; demonstrates accuracy in preparing solicitation documents, contracts, evaluations, and compliance materials. Able to identify discrepancies and ensure alignment with legal and procedural requirements. Able to interpret and apply procurement regulations, analyze complex contract information, identify issues, and recommend solutions. Demonstrates sound judgment in evaluating data, requirements, and compliance considerations.
Customer Service: Skilled at responding promptly and professionally to inquiries from staff, consultants, and vendors. Able to work effectively and respectfully individually and as a team.
Problem-Solving Skills: Able to identify issues, interpret applicable procurement and contracting requirements, recommend solutions, and elevate matters appropriately. Applies sound judgment within defined procedures.
Computer Skills: Advanced computer skills with an emphasis on Microsoft Office suite. Experience with e-procurement platforms, electronic bidding systems, and contract or document-management tools is preferred.
Physical Requirements/Environment:
- Ability to remain in a stationary position for extended periods (e.g., sitting or standing).
- Ability to operate or otherwise use computer systems, software, and standard office technologies to complete essential job tasks.
- Ability to review and interpret information in written and digital formats.
- Ability to sort, organize and prepare physical documents for processing, filing, etc.
- Ability to create, annotate, and prepare documents in required written formats.
- Ability to communicate effectively in person, over the phone, and via digital tools.
- Ability to occasionally move or reposition items weighing up to 25 lbs.
- Ability to move around the office, between buildings, or throughout port locations to access files, attend meetings, interact with staff, etc.
- Ability to drive on an as-needed basis.
- Occasional travel to on-site meetings, training, or project locations may be required.
- Work is primarily performed in an office environment but may occasionally occur at various outdoor locations where adverse weather conditions, uneven ground, exposure to moving machinery and moderate to loud noise is common.
