About This Position

Responsible for managing the City’s procurement activities, ensuring compliance with federal, state, and local purchasing regulations, and supporting departments with contracting and grant-related financial administration. Conducts market analysis, develops procurement tools, and recommends cost-effective purchasing approaches.

  • Develop and maintain the city’s procurement system including procurement methods, processes, policy review and updates.
  • Responsible for implementing new procurement procedures resulting from legislation to ensure compliance with federal, state and city requirements.
  • Provide guidance and expertise to city staff regarding applicable purchasing requirements.
  • Monitor and assist with purchase of office supplies, facility supplies, vehicles, equipment and other general consumable for all city departments.
  • As necessary assist departments with preparation of bid specifications and bid forms.
  • Development of RFP/RFQs and/ or scopes of work for smaller projects as necessary to support department in their procurement processes.
  • Develop and maintain vendor program which may include vendor lists, professional service, small work, and public work rosters.
  • Advise staff on procurement requirements and strategize to facilitate and expedite the procurement process, requiring critical thinking and analysis.
  • Support departments in planning, organizing, and coordinating activities related to the oversight, maintenance and support of assigned projects and resources, ensuring that projects are compliant with all state and federal regulations, including establishing required programs, monitoring, and reporting and accomplished in an effective and cost-effective manner.
  • Participate in the selection and coordination of various consultant firms and individuals engaged by the City
  • Manage equipment replacement program by performing periodic cost analysis, estimate useful lives, and identifying funding requirements.
  • Manage the asset surplus, disposal, and auction process.
  • Tracks and reviews lease contracts and Subscription Based IT Agreements (SBITAs) for annual reporting and contract compliance.
  • Develop and maintain standardized contracts, RFP/RFQ documents, bid documents, and other related procurement forms.
  • Process requests for proposal and bids for services and supplies.
  • Maintains vendor files, handles adjustments to purchase orders for changes in materials and/or price adjustments and carries out follow-up procedures to expedite or coordinate deliveries.
  • Develop and perform departmental procurement training as necessary.
  • Solicit vendor and contractor bids per city policy and Washington State Bid laws.
  • Maintain detailed records of purchases for reference and tracking of consumption.
  • Respond to emergency situations independently, may require working outside normal office hours. This may include participation in Emergency Operation Center logistics functions.
  • Required to work with other departments to support the financial administration of grants and federal and state contracts, and other special funds. Responsible for preparing and submitting reimbursement requests and other related financial reports.
  • Responsible for the accurate, efficient and timely entering, editing, adjustment, and tracking of complex information in finance software, files, and spreadsheets.
  • Assist in the preparation of the grant and contract budgets and annual financial report relating to grants and contracts.
  • Responsible for reconciling grants and contracts to the budget.
  • Assist in accurate, eligible and timely grant drawdowns and reimbursements, including review of contract files, invoices, quarterly reports and documentation; administer grant close-out, ensuring documentation is complete and accounted for.
  • Manage the lodging tax program accounting and grant award administration which may include; preparing contracts, reviewing and preparing grant requests for payment and other related duties as may be required.
  • Respond to all public inquiries and concerns in a courteous manner. Assure that citizen complaints relating to an assigned activity are investigated and resolved.
  • Perform all work in accordance with sound safety practices.
  • Back-up accounts payable and front desk when needed.
Required Knowledge, Skills and Abilities
  • Knowledge of general municipal contracting and purchasing policies and procedures.
  • Knowledge of federal and State laws pertaining to contracting and purchasing.
  • Knowledge of internal control, accounting procedures and principles.
  • Knowledge of the State Budget Accounting Reporting System (BARS).
  • Ability to establish and maintain effective working relationships with all City Departments, co-workers, supervisor, resident groups and the public in general.
  • Ability to understand and follow oral and written instructions.
  • Possess computer skills such as Microsoft Office software or similar asset management software.
  • Ability to coordinate and carry on a number of activities simultaneously under stressful and busy conditions
  • Ability to organize and make decisions and follow through on situations requiring evaluation and judgement.
  • Requires visual and manual dexterity and physical ability to frequently walk, stand, bend, lift and sit for prolonged periods of time.
  • Ability to work independently from general instructions and broad work expectations.
  • Ability to prioritize work and meet deadlines.
  • Ability to operate passenger vehicle.

  • Associate’s degree in accounting, public administration, finance, business administration, logistics or supply management, legal studies, or related field preferred.
  • Five years’ experience in procurement, accounts payable, contract management, grant management, or related fields
  • Or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
  • Valid Washington State Driver’s License and driving record acceptable to the City.
  • Pass a thorough background check
