The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Human Resources Consultant 4 (HR Generalist) position. This role is within the Executive Division and is based out of our Tumwater Office.

The Human Resources Consultant 4 (HRC4) is a senior-level HR professional who helps make that mission possible. Assigned to the Executive Division and reporting directly to the Human Resources Director, this role serves as an expert HR Generalist and trusted advisor to agency leadership, managers, and employees. The HRC4 works independently on complex, high-risk, and highly sensitive human resources issues, providing thoughtful guidance that allows leaders to focus on serving the people of Washington.

In this role, you will have a direct impact on employee well-being, organizational effectiveness, and equity. The ideal candidate will have demonstrated professional experience independently administering protected leave programs, supporting employees and managers through the reasonable accommodation process, advising on investigations and labor relations, and be an expert level consultant on complex personnel matters. The HRC4 ensures our policies and practices are compliant, fair, and aligned with OIC’s values. Prior experience in a state or government setting is preferred. This is a Washington General Service position. The monthly salary range for this position is $6,384 - $8,583.

Required Qualifications:

• Seven (7) years of professional full-time broad-based senior consultant HR experience*, including advising and consulting on a variety of human resource issues, including providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; classification and compensation; and FMLA / reasonable accommodation.

• Two years must include professional experience administering leave of absence (e.g. FMLA, PFML, Shared Leave) and reasonable accommodation programs.

AND

• Intermediate level skills with Microsoft Office Products (e.g. Word, Excel, and Outlook).

Academic Degree Equivalency Chart

*A degree in business, human resources, social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report.

Preferred/Desired Qualifications:

• Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP.
• 2 years’ experience providing professional level HR consultation and administration of protected leave (e.g. FMLA, PFLM, Shared Leave) and reasonable accommodations in a state or government environment.
