Job Description
In this role of “Engineer 3” The individual is responsible for the planning, design, implementation, and maintenance of Outside Plant (OSP) projects. This role involves working on telecommunications infrastructure projects, including fiber optic networks, copper networks, and associated infrastructure. The OSP Engineer 3 plays a crucial role in ensuring the successful execution of OSP projects, meeting technical specifications, quality standards, and project deadlines.
Position is also required to ensure compliance with all GTT policies and procedures, as well as all applicable regulations.
Major Duties
Responsible for:
- Project Planning and Design:
- Collaborate with project managers and stakeholders (internal and external) to define project requirements and objectives.
- Conduct site surveys and assessments to determine optimal routing and placement of OSP infrastructure.
- Prepare engineering designs, drawings, and specifications for OSP projects, considering factors such as cable routes, trenching, duct placement, and splice closures.
- Ensure compliance with industry standards, regulations, and best practices.
- Project Implementation and Execution:
- Oversee the installation and deployment of OSP infrastructure, including fiber optic and copper cables, splice closures, pedestals, cabinets, and associated equipment.
- Coordinate with construction teams and contractors to ensure accurate and timely execution of project plans.
- Conduct quality control inspections to verify adherence to design specifications and standards.
- Troubleshoot and resolve technical issues during the implementation phase.
- Network Restoration
· Respond to service outages and infrastructure damage with urgency and precision.
· Assess impact, identify root causes, and develop restoration plans in coordination with operations and field teams.
· Execute temporary and permanent restoration of fiber and copper networks, including splicing, rerouting, and equipment replacement.
· Document restoration activities, update as-built records, and communicate resolution status to stakeholders.
· Prepare MOPs, coordinate with all stakeholders and supervise execution of planned works.
· Support post-restoration analysis to improve future response protocols and minimize recurrence.
- Documentation and Reporting:
- Maintain accurate project documentation, including engineering designs on ESRI GIS platform, as-built drawings, permits, and construction records.
- Create and update project documentation, including detailed reports, progress updates, and change orders.
- Prepare project cost estimates, material lists, actual cost and equipment specifications.
- Collaboration and Communication:
- Collaborate with cross-functional teams, including network engineers, operations teams, and vendors, to ensure seamless integration of OSP projects.
- Communicate project status, issues, and risks to project stakeholders and management.
- Participate in meetings, providing technical expertise and recommendations.
- Safety and Compliance:
- Adhere to safety guidelines and promote a culture of safety within the OSP team.
- Ensure compliance with applicable regulations, permits, and environmental standards.
- Stay updated with industry trends, technological advancements, and emerging best practices in OSP engineering.
Other Duties
- Take a proactive approach in identifying and implementing opportunities for operational improvements.
- Assist in managing staffing needs, including interviewing and selecting field technicians as required.
- Ensure safety compliance by reporting any unsafe working conditions and following all applicable occupational safety regulations.
- Serve as a liaison between technicians, the Director, and other departments such as the Network Operation Center (NOC) and Customer Service to address and resolve service issues.
- Contribute to cross-functional projects by coordinating with other teams to ensure that field operations align with broader company objectives.
The position of Engineer 3 performs duties specific to the position and other functions as assigned.
Knowledge and Experience:

· A Bachelor's degree in Telecommunications, Electrical Engineering, or related field is preferred.
· Minimum 3 years of experience in network field operations.
· GIS certification is an asset.
· Must have a valid driver’s license for at least 1 year.

· Demonstrated skills to independently plan and conduct non-routine financial analysis or reporting projects.

· Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.
· Excellent organizational and time management skills, allowing for managing multiple task and prioritize in-time sensitive situations in a fast paced environment
· Excellent skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs. Inclusive of being able to learn and regularly operate various computer system across different platforms
· Intermediate typing skills to meet production needs of the position.
· Exceptional math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.
· Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, speak clearly to customers and employees.
- Ability to deal with advanced problems involving multiple facets and variables in standardized or specialty situations.
· Ability to work with minimal supervision while performing duties.

Human Relations/ Contacts
Internal
The incumbent interacts frequently with functional department heads, line management of the business offices/units, subsidiaries, and various Executive Offices regarding operations and expenses, systems and procedures, consistent with the responsibilities of the job.
External
Interactions also occur with service providers on matters relating to the Company’s operations and strategic initiatives. The incumbent may also interacts with the shareholder’s auditors, regulators, and the Company’s legal, and accounting advisors from time to time, as may be consistent with the responsibilities of the job.
