About This Position

ENTRY SALARY: $56,345.38

Under general direction, the Payroll Technician II performs advanced technical, supervisory, and calculation work in the processing, maintenance, and delivery of payroll and benefit information.
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Audits, evaluates, reviews, and monitors various personnel action sheets for the City; tracks and audits general wage and annual increases for accuracy; calculates, tabulates, and inputs retroactive pay for back dated action forms and ensures proper accounting for payroll activities.
  • Prepares, drafts, and creates employment verifications for outside agencies; delivers information for loans or other income information; delivers statements for Risk Management and Workers Compensation Claims.
  • Certifies and processes pay increases; verifies and confirms authorizations and enters salary information into records; audits and reviews timesheets and ensures all reimbursements are accounted for; monitors tax rates and processes data for delivery.
  • Sends out, disburses, and delivers notifications for performance reviews; tracks results of performance reviews, applies changes to payroll, and ensures all necessary updates are documented; audits pension paperwork to ensure accuracy and assists pension analyst with corrections and updates.
  • Maintains system security and performs global maintenance of earnings and deductions codes; coordinates the scheduling and maintenance of FLSA system, inputs and maintains direct deposits, and tracks all W4 and W2 information.
  • Provides interpretations of City and personnel policies and the proper application to department management and individual employees; answers questions and responds to inquiries and concerns.
  • Provides consistent and professional data analysis to management for payroll and related budgetary items; calculates all data to deliver accurate details and history.
  • Ensures departmental payroll processing compliance with union contracts, civil service, and Human Resource and Payroll policies and procedures; assists and facilitates workshops as needed to train and disseminate information to the departmental payroll technicians.
  • Assists in conducting studies and developing recommendations to modify and implement payroll programs, procedures, rules, and regulations.
  • Performs customer service and other duties as assigned.

Licenses, Certifications, and Equipment:
A valid State driver’s license is required.

Education and Experience:
High School Diploma, High School Equivalency or G.E.D. Certificate PLUS four (4) years of progressively responsible payroll experience, including or supplemented by courses in bookkeeping or accounting procedures OR possession of a Certified Payroll Practitioner certification; OR an equivalent combination of education, training, and experience may be considered.
