Procurement Specialist

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Procurement Specialist based in United States.

This role offers the opportunity to shape strategic procurement and commercial frameworks for a large-scale digital workplace transformation program. You will lead sourcing strategy, procurement planning, commercial modeling, contract architecture, and negotiation activities across a complex, multi-stakeholder environment. The position requires close collaboration with executive, procurement, legal, technical, financial, clinical, and operational stakeholders. You will help design modular, outcomes-based service models that improve flexibility, accountability, and value. The role also involves evaluating outsourcing strategies, developing pricing and governance mechanisms, and supporting major contract negotiations. This is a high-impact opportunity for a procurement professional experienced in complex public-sector or regulated environments.

Accountabilities
  • Develop and recommend strategic sourcing and procurement pathways for large-scale digital workplace services.
  • Evaluate procurement alternatives, including competitive procurement, direct-award extensions, hybrid approaches, and service redesign.
  • Design modular sourcing strategies that support flexible and scalable service delivery.
  • Lead market engagement activities, including RFIs, market scans, and assessments of supplier capabilities.
  • Evaluate insourcing, outsourcing, and multi-vendor delivery models.
  • Develop transparent, value-based commercial and pricing models, including Total Cost of Ownership analysis.
  • Identify cost drivers and establish mechanisms for cost control, fee management, and markup optimization.
  • Design commercial incentives supporting automation, AI-enabled tools, process improvement, and measurable service outcomes.
  • Support the development of outcomes-based contracts and associated financial models.
  • Design measurable and enforceable SLAs, contractual scopes, responsibilities, service boundaries, incentives, and financial remedies.
  • Develop negotiation strategies and mandates while leading commercial and contractual negotiations.
  • Address ownership and access requirements for IT service management tools and performance data, including ServiceNow.
  • Establish effective governance and decision-making structures across complex stakeholder groups.
  • Support provincial-level integration, accountability, and service governance.
  • Incorporate clinical considerations and patient safety requirements into service and commercial models.
  • Provide strategic advice to executive steering committees and senior stakeholders throughout procurement and transformation initiatives.
Requirements
  • Significant experience in enterprise IT outsourcing, commercial deal structuring, strategic sourcing, and complex public-sector procurement lifecycles.
  • Demonstrated experience leading sourcing or contract transformation initiatives exceeding $100 million in contract value.
  • Experience working within provincial healthcare systems or large public-sector organizations with complex governance and multiple stakeholder groups.
  • Strong understanding of procurement planning, competitive sourcing, negotiation, contracting, and transition processes.
  • Proven ability to develop sophisticated commercial, accountability, governance, and service-delivery frameworks in multi-party environments.
  • Strong financial acumen, including experience with fee compression, Total Cost of Ownership modeling, value-based pricing, and outcomes-based contracting.
  • Experience implementing or negotiating AI, automation, and digital workplace modernization initiatives within managed services environments.
  • Demonstrated experience transitioning organizations from monolithic outsourcing agreements to modular, multi-vendor service delivery models.
  • Experience advising executive steering committees, boards, deputy ministers, healthcare executives, or equivalent senior governance bodies.
  • Strong stakeholder management and communication skills, with the ability to align technical, financial, legal, operational, clinical, and procurement perspectives.
  • Ability to navigate highly regulated environments while maintaining strong governance, transparency, accountability, and commercial discipline.
  • Relevant professional certifications such as CCCM, CPCM, MCIPS, PMP, ITIL Expert/Managing Professional, or ServiceNow certifications are advantageous.
