Under the direction of the Director of Parks & Recreation, the Recreation Program Superintendent oversees City sponsored recreation activities, recreation facilities and the Jack Florance outdoor swimming pool. This position is subject to emergency callouts and must be able to work overtime including nights and weekends and stand-by as required.
Essential Functions: For purposes of 42 USC 12101
- Oversees and participates in the management of a comprehensive recreation program; manages and supervises the work of all assigned employees; interviews and recommends the hiring of full-time, part-time, seasonal and intermittent staff; schedules and assigns tasks; recommends discipline; recommends pay assignments; evaluates performance; receives and adjusts grievances or employee complaints; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes; participates in department budget development and administration for areas of oversight; monitors department expenditures and revenues and recommends adjustments as necessary.
- Assesses needs, develops, implements, and evaluates pre-and post-cost analysis of a variety of programs, facility operations and services associated with the city’s recreation and outdoor pool programs, including but not limited to special activities, recreation classes, community events, leagues, camps, trips, facilities, and services.
- Oversees the facility operations of the Mingo Recreation Center. Inspects facilities for safety and cleanliness, ensures safety of patrons in facility and addresses safety concerns.
- Oversees the physical maintenance, the management of operations, the development of programs and services, and all safety processes related to the outdoor pool facility before, during, and after the normal pool season.
- Researches, selects, and evaluates contractual program providers.
- Develops and delivers program-specific and safety staff training to assure the safety of program delivery.
- Oversees the responsibility for recreation software system in the performance of duties.
- Promotes and coordinates the activities and operations of the Recreation division; participates in public relations and communicates information on programming by providing outreach to schools, non-profit organizations, citizens, and community groups; participates in city-wide special events and related functions.
- Develops, establishes, and monitors partnerships with local resources including the YMCA, DYAA, youth sports leagues city schools and any independent contractor agreements with private recreation providers.
- Participates in the development and implementation of division goals, objectives, policies and priorities; recommends, implements and enforces department procedures.
- Identifies opportunities for improving programming; identifies, reviews, and makes recommendations on improvements. Prepares a variety of reports and records related to operations and activities of the division.
- Provides excellent customer service by ensuring prompt and timely communication with both internal and external customers and responding to concerns/complaints; addresses complaints and resolves problems.

Physical Requirements
- The primary duties of this position are performed in a public park, building, and pool environment and may include working in adverse weather conditions and exposure to hazards involving the use of equipment, working near moving parts, and exposure to hazardous chemicals and materials.
- Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate with other employees and the public and discern emergency or alarm warning systems.
- Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders, technical manuals, and related diagrams; and to move over rough and unfamiliar terrain.
- Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of equipment.
- Sufficient strength to lift and carry fifty (50) pounds for varying distances.
- Sufficient body flexibility, mobility, stamina, and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions to swim and perform lifesaving pool extractions, first aid and CPR.
- Sufficient ability to endure prolonged exposure to varying temperatures; i.e. prolonged sun and heat exposure during summer months.
Equipment Operated
- Office: Computer, copier, phone, and other standard/modern office equipment; computer software (e.g., Microsoft Office, registration, and other applicable computer software).
- Pool: Performs inspection and minor maintenance involving pump room equipment operations and on-deck operations. Refers major repairs to contracted providers.
- Possession of a Bachelor’s degree from an accredited college or university in sports management, recreation, physical education or related field preferred and at least five (5) years of experience in recreation preferred or a combination of education and experience.
- Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) certification within one (1) year from date of hire and maintained throughout employment. The City will reimburse the costs related to successfully obtaining certification.
- Experience supervising part-time or seasonal staff.
- Possess and maintain certifications in CPR (including AED certification), First Aid, Water Safety
- Instruction (WSI) and Lifeguarding preferred.
- Possession of certifications in Lifeguard Instruction/Instructor Training, CPR Instructor and First Aid Instructor is a plus.
- Certified Parks & Recreation Professional (CPRP) certification is a plus.
