OC San is currently looking to fill the role of an Engineering Supervisor (PMO).
Under general direction, supervises and leads professional engineering staff engaged in the planning, design, and delivery of critical wastewater infrastructure projects. This role collaborates closely with internal teams and external partners to ensure projects are well-defined, properly resourced, and executed to high technical and quality standards. The Engineering Supervisor supports management in setting strategic direction, oversees compliance with established policies and procedures, performs complex engineering work as needed, and contributes to the successful delivery of projects.
Specifically, this Engineering Supervisor:
- Works under general the direction of the Engineering Manager and plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the design and construction of Capital Improvement Program (CIP), Facilities Engineering (FE), and Facility Repair (FR) projects.
- Collaborates closely with Engineering Planning and O&M to verify project goals, objectives, and assumptions to ensure projects are ready for design execution, and guides staff on the most effective design execution approach.
- Identifies resource needs, reviews those needs with management, and allocates resources accordingly.
- Participates in developing policies and procedures, implements approved policies and procedures, monitors work activities for compliance with established policies and procedures, and recommends changes or improvements to existing standards and procedures.
- Implements strategic initiatives, enforcement programs, and regulations.
- Participates in selecting engineering staff, recommends and assists in establishing goals and objectives, provides or coordinates staff training, works with employees to correct deficiencies, and implements discipline procedures.
- Participates in preparing and administering assigned engineering program and project budgets, submits budget recommendations, and monitors expenditures.
- Performs the most technically complex tasks of the work unit as necessary.
- Oversees and assists in preparing requests for proposals and related documents, and negotiates professional services and change order agreements.
- Performs related duties as required.
Additional duties may also include the following:
- Performing project management functions for CIP, FE, and FR projects, including developing schedules, budgets, and staffing requirements; assembling and leading project teams; and planning, directing, and coordinating project activities to ensure goals and objectives are accomplished on schedule and within the prescribed budget.
- Preparing scopes of work and preparing requests for proposals.
- Communicating effectively with team and stakeholders.
- Reviewing quality and quantity of work.
- Managing the procurements and work products of outside consultants.
- Managing cost variances and developing recovery plans.
- Preparing and presenting reports and other necessary correspondence on assigned projects.
- Keeping Engineering Manager informed of project issues.
The successful candidate will possess:
- Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering or a related field.
- Eight (8) years of progressively responsible professional engineering work experience, which may include two (2) years of lead or supervisory experience.
Licenses and/or Certifications:
- Valid California Class C Driver's License.
- Valid professional engineering (P.E.) registration from the State of California.
Desirables:
- A background in project management, design and/or construction for wastewater infrastructure.
- This position involves a high level of independence and decision making within the assigned area of responsibility and requires excellent written and verbal communication skills, political astuteness, and diplomacy.
- Experience writing staff reports and making presentations for an elected Board.
- Strong leadership and the ability to navigate within an organization.
- The ability to supervise, organize, and review the work of lower level staff; manage engineering projects, schedules, and related activities; negotiate contracts and amendments; and supervise multiple projects.
- Knowledge of the principles and practices of supervision, training, and performance evaluation; project management; civil and environmental engineering; team and project planning, organization and development.
- A Project Management Professional (PMP) certification.

PHYSICAL DEMANDS
- Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various OC San sites, projects, and/or meetings; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.
- Mobility to work in changing site conditions; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders.
- Vision to read printed materials and a computer screen.
- Vision to inspect site conditions and work in progress.
- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
- Field work requiring frequent walking in operational areas to identify problems or hazards with exposure to hazardous materials in some site locations.
ENVIRONMENTAL ELEMENTS
- Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
- May work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Other Requirements
- Probationary Period: All OC San employees, except classifications considered “at-will”, are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, policies, and/or resolutions. Employees who have not yet successfully completed their initial probationary period serve “at-will” and may be released from employment without cause or recourse to any appeal or grievance procedures.
- Pre-Employment: All employment offers are contingent upon successful completion of OC San’s preemployment process, which includes a background investigation, a physical examination, and a drug screen.
- Work Location Assignment: Employees will be assigned to a work location based on business needs which may be located at any/all of OC San locations; this work location may be changed at any time.
Disaster Service Workers
All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
