POSITION TITLE: Lead Clinician
PROGRAM/LOCATION: Santa Maria Full Service Partnership (SM FSP) – Santa Maria
POSITION SUMMARY:
Santa Maria Full Service Partnership (FSP) program is designed to engage adults with severe and persistent mental illness and provide treatment, rehabilitation and social services in the community where they live, instead of a hospital or clinical setting. The SM FSP team provides psychiatric treatment and rehabilitation services directly with a “whatever it takes” approach. For all SM FSP clients, functioning in major life domains presents significant personal difficulties. These domains include affordable and safe housing; meaningful daily pursuits, including employment; and satisfying interpersonal relationships. Addressing the rehabilitation needs of clients in these key domains will be the team’s essential purpose. SM FSP provides a full range of services including assessment, individualized treatment planning, personal service coordination, integrated co-occurring mental health and substance use disorder treatment, medication services and access to support services on a 24/7, 365 day basis. The Lead Clinician will be responsible for crisis care, case management service delivery, individual rehabilitation activities, day-to-day skills building, transportation to shopping and appointments and all other aspects required to help the consumer succeed. The Lead Clinician will be part of an on-call coverage rotation for after-hours calls and may be required to transport consumers in his or her privately owned vehicle.
Under direction of the Team Leader, the Lead Clinician provides trauma informed staff training, assessment, diagnoses, counseling, and provides social-psychotherapeutic treatment, rehabilitation, and care coordination for Adults and Older Adults; and performs related duties as part of the SM FSP Leadership Team as required.
HOURS/ SALARY EMPLOYEE PERKS:
Full-time, exempt position. Anticipated hiring range is $96,720-$103,160 annually. RESPONSIBILITIES AND DUTIES:
1. Adhere to MHSA provisions which include bringing individual competencies to the team in order to enhance the team’s ability to connect with consumers of all types. The Lead Clinician will bring their clinical background and experience to enhance and help lead the team.

3. Employees in this position are required to participate in a rotating on-call schedule as part of their regular job duties. This includes providing client support services during weekday after-hours and all weekend hours, in accordance with our program’s contractual obligations. Flexibility and reliability are essential. Employees must respond, sometimes in person, in accordance with our on-call policy.
4. Medi-Cal billing provides a critical portion of funding for this program. You are expected to support, guide, and hold accountable program staff to spend at least 50% of their work time in direct service and support of clients AND to reach billing minute goals as set forth by TMHA's Administrative and Management Leadership. Goals are set by an analysis of what is required for program to balance quality client care and maintain fiscal stability.
5. Promote, encourage and maintain trauma-informed practices in all services and activities. Practice and promote, both individually and in team meetings, TMHA’s Collaborative Communication Guidelines in order to facilitate clear, empathetic and person-centered communication.
6. Participate in and lead trainings in proven systems of service delivery including co- occurring disorders, Dialectic Behavior Therapy, and ongoing discussions with the team that promote a learning environment.
7. Work with and train team members that are consumers of mental health services and/or are recovering from drug or alcohol abuse.
8. Participate in weekly Community Treatment and Services (CTS) meetings. Assess, then interview potential clients to assess requirements for SM FSP services or referral elsewhere; counsel or provide psychotherapeutic, educational, and rehabilitation services for individuals, couples, or members of a family to assist them in achieving productive social adjustments reducing the impact of disabling disorders, and facilitate the achievement of family, vocational, recreational, and interpersonal goals.
9. Document clinical activity presenting diagnostic and interview findings, clinical evaluations, and recommendations as a member of an interdisciplinary team; review the treatment plans and assessments of staff; assign staff caseloads.
10. Provide crisis counseling, in the field and in the office, for individuals experiencing acute episodes; evaluate consumers, and arrange for voluntary or involuntary admission to facilities for observation and treatment.
11. Confer with and advise clients’ relatives to secure their understanding of and cooperation in treatment and rehabilitation programs.
12. Perform the duties of a case manager by coordinating services for clients to assure continuity of care and assure that clients receive appropriate types of service.
13. Learn and become proficient in Smart Care and Microsoft Suite. Will utilize Microsoft Teams daily for logging client interactions and communication with the team.

15. Provide transportation to clients as determined by the daily schedule and the needs of the client.
16. Cooperate and work with other agencies and practitioners.
17. Educate clients, and their families regarding their diagnosis, prognosis, treatment, and rehabilitation process.
18. Assist clients to obtain stable housing, physical health care, benefits and entitlements, and to learn basic living skills.
19. Participate in ongoing quality assurance and program evaluations. Collaborates with TMHA’s QA department to ensure the programs compliance with HIPAA and other confidentiality laws.
20. Will support TMHA’s other SBC FSP programs as needed.
21. Assist with interviewing, hiring and training of new staff.
22. Works in conjunction with Team Leader to manage daily operations and provides oversight and management to staff.
23. Fills in for Team Leader upon their absence
24. Provides individual and group therapy and carries therapy caseload for the program.
25. Provides clinical supervision to associates and trainees within TMHA.
26. Facilitates various training as appropriate to agency personnel and the community.
27. All other duties as assigned by SM FSP Team Leader and Directors.
JOB ENVIRONMENT:
1. Daily and frequent documentation of client services on the computer.
2. Services may be delivered to clients during a Monday through Sunday workweek; schedules will be developed in collaboration with all teammates and management staff to ensure maximum support for clients.
3. Moderate, physical activity and frequent driving that will include the transportation of TMHA clients; may include moving or lifting up to 50 lbs.
4. Involves moderate risks that require safety precautions and the risk of exposure to potentially intense situations.
5. Possible intense situations related to confrontational or oppositional adults.
Requirements:MINIMUM REQUIREMNTS:
1. Candidate will be a licensed or pre-licensed MFT, LCSW, LPCC or waivered PsyD or Psychologist Doctoral candidate with at least 1 year of direct experience in management and at least 2 years of experience with adults with severe persistent mental illness.
2. Working knowledge of: assessment, diagnosis, prognosis, counseling, and psychotherapeutic treatment of marriage, family, and child relationship dysfunctions; methods of developing and implementing a treatment plan; human service delivery system; current trends in the field of mental health; and laws and regulations applicable to mental health.
3. Ability to: perform effective counseling and psychotherapy with individuals, families, and groups; develop and maintain cooperative relationships with clients’ families, members of other professional disciplines, social service agencies, and co- workers; relate professionally with persons with serious mental disorders; identify and utilize community resources; prepare and present clear and concise oral and written reports.
4. Must have a strong commitment to the right and ability of each person with a severe and persistent mental illness to live in a safe living environment; develop a meaningful role in the community; and have access to competent and continuous supports and services.
5. Must have a strong commitment in clients’ rights to self-govern and create their own choices.
6. Must participate in the on call rotation schedule to provide services to clients after hours and on weekends.

20. Conditions of employment include:
• Must be at least 18 years of age; possess a valid CA Driver’s License, at least 2 years driving experience and DMV driving record that meets TMHA’s current vehicle insurance requirements. May be required to utilize reliable personal vehicle and auto insurance.
• Must comply with a TB assessment (possibly a TB test if needed to confirm a negative tuberculosis result) and receipt of a criminal record clearance through fingerprinting.
• Must be able to successfully complete First Aid and CPR training.
