Fractional Business Dev Manager - Government

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Fractional Business Dev Manager - Government based in Canada.

This is an exciting opportunity for an experienced business development professional with strong government sector relationships to help scale an innovative recruitment solution across North America.
The role focuses on leveraging an established network to acquire new clients and build long-term partnerships with public sector organizations.

As a key contributor to growth, you will help expand a subscription-based recruitment model designed to transform how organizations access talent solutions.

Accountabilities:

In this role, you will be responsible for driving business growth within government sectors by developing strategic relationships, generating new opportunities, and supporting the expansion of a recruitment subscription model. You will work independently while collaborating with internal teams to ensure strong client outcomes and sustainable growth.

  • Leverage an existing government sector network and book of business to identify and secure new client opportunities.
  • Develop targeted outreach strategies to engage decision-makers across local, provincial, and federal government organizations.
  • Build and maintain strong client relationships, acting as a trusted advisor throughout the business development process.
  • Achieve defined sales objectives, including acquiring new clients during the initial contract period.
  • Partner with internal teams to ensure effective service delivery and high levels of client satisfaction.
  • Identify market opportunities and contribute insights to support expansion strategies across North American markets.
  • Promote an innovative recruitment service model that addresses evolving hiring challenges for organizations.
Requirements:

The ideal candidate is a commercially driven professional with proven success in government-focused business development and a strong ability to build relationships with senior stakeholders. This role requires independence, strategic thinking, and comfort working in a remote, performance-oriented environment.

  • Demonstrated experience in business development, sales, or client acquisition within government sectors.
  • Established relationships and an active network within local, provincial, or federal government organizations.
  • Proven ability to generate new business opportunities and manage complex stakeholder relationships.
  • Strong negotiation, communication, presentation, and relationship-building skills.
  • Familiarity with recruitment services, talent solutions, or professional services markets is an advantage.
  • Ability to work autonomously while managing priorities, targets, and client engagement activities remotely.
