Job Description

Job Summary
Under limited direction and in compliance with technical, administrative, City, state, and federal regulations or professional standards and guidelines, administers all safety and training programs for Greenlink personnel. Facilitates the development, implementation, oversight, and continuous improvement of safety programs and new-hire training programs for all frontline employees in operations, vehicle maintenance, and facility maintenance. Assists with the ongoing development, implementation, and administration of remedial skills training and continued professional development for frontline staff. Serves as the Chief Safety Officer (CSO) responsible for administering the Greenville Transit Authority (GTA) Agency Safety Plan in compliance with the Federal Transit Administration’s (FTA) Public Transportation Agency Safety Plan (PTASP) and Safety Management System (SMS) requirements. Reports directly to the department’s highest accountable executive regarding all SMS-related activities. Utilizes available technology, including facility and vehicle camera systems, to support investigations involving accidents and other safety-related events. Oversees Greenlink’s security contract for the Greenlink Terminal. Manages Greenlink's Accident Review and Safety Committees and provides recommendations for mitigation and identified hazards to division managers. Supports the Operations Division during emergency operations to ensure personnel and equipment operate safely. Monitors the quality and efficacy of safety programs through periodic review of programs and analysis of key performance indicators. Provides information during audits such as the FTA triennial review and monthly or annual National Transit Database (NTD) reporting. Reports additional safety event data as needed to NTD. Manages Greenlink’s AccidentReview Committee and provides recommendations regarding accident or incident preventability. Establishes guidelines for accident and incident investigations and reviews all reportedevents. Monitors safety data, analyzes safety trends, and identifies remedial action as needed. Maintains up-to-date knowledge of best practices, current industry trends, and federal regulations related to public transit safety and training programs. Represents the GTA Board of Directors to transit stakeholders and to federal, state, and local government agencies. Supervises Safety & Training Specialists and other employees engaged in training programs, such as Bus Operators-in-Training, and new Bus Operators, until training is complete. Serves as the Designated Responsible Person on behalf of Greenlink for the South Carolina Department of Motor Vehicles’ (SCDMV) Third-Party Tester Program.

  • Administer Greenlink’s Training Programs: Manage the development and effective delivery of comprehensive training programs for the department that ensure all employees are knowledgeable of policies, procedures, professional development expectations, and the technical aspects of their roles. Facilitate the development, implementation, oversight, and continuous improvement of new-hire training programs for all frontline employees in operations including Bus Operators, Bus Operators-in-Training, Trolley Operators, Paratransit Operators, Transit Dispatchers, and Transit Shift Supervisors. In collaboration with division managers, develop, maintain, and continuously improve all relevant policies, procedures, documentation, and other resource materials for the facilitation of all training programs. In collaboration with the Deputy Director, develop and update departmental training policies, the Greenlink Employee Handbook, and standard operating procedures. Through Transit Shift Supervisors and Safety & Training Specialists, administer periodic monitoring of operators to ensure compliance with policies and procedures by conducting behind-the-wheel skill evaluations and knowledge testing for fixed-route Bus Operators, Trolley Operators, and Paratransit Operators. Maintain working knowledge of the Americans with Disabilities Act’s (ADA) complimentary paratransit regulations and operations, including vehicle operations, safety, and training requirements. Assist with the ongoing development, implementation, and administration of a vehicle maintenance and facility maintenance training program to include standardized procedures for classroom and experiential training for participants. Support and facilitate training for all maintenance divisions safety-related policies and procedures, including Hazard Communications, Hazardous Energy Control (Lock Out/Tag Out), Personal Protective Equipment (PPE), OSHA industrial hygiene, and other workplace safety standards. Conduct forklift certifications and provide OSHA-required bloodborne pathogens training for occupationally exposed employees. Assist with the ongoing development, implementation, and administration of remedial skills training for frontline staff. Utilize information gathered from periodic compliance monitoring, behind-the-wheel assessments, and safety data, conduct training needs assessments to inform remedial training activities and training program development. Ensure training programs include a variety of facilitation tools or mediums that support multiple learning types and ensure learning is retained including group discussions, lectures, interactive demonstrations, critical thinking scenarios, and video-based instruction. Ensure training delivery is compliant with established training practices, operating rules, policies, procedures and federal regulations. Maintain a calendar of recurring training requirements and schedule and facilitate monthly safety and training meetings accordingly. Through subordinate Safety & Training Specialists, or other designated instructors, maintain accurate and complete records of all training activities, attendance, assessments, and required certifications. Conduct periodic review of programs and analysis of key performance indicators. Monitor the efficacy and quality of training. through participant surveys, random video observations of training, and regular meetings. Ensure all staff assigned to training use training time effectively through advanced session planning. Ensure all staff involved in training maintain timely, accurate, and complete training records of all training activities. Review all training and evaluation materials for accuracy and completeness. Conduct regular audits of training records to ensure compliance with all recordkeeping requirements. Ensure Safety & Training Specialist comply with all Entry-Level Driver Training (ELDT)and Third-Party Tester (TPT) requirements. Provide information during audits such as the FTA Triennial Review and annual NTD reporting. Maintain up-to-date knowledge of training best practices, current industry trends, federal regulations related to training and operations, and ADA compliance through active monitoring of industry resources, industry-specific memberships and organizations, networking, and participation in professional development opportunities. Develop, implement, and administer a Peer Instructor Program which would utilize experienced Bus Operators under the supervision of Safety & Training Specialists to assist with various new-hire training activities such as department orientations, classroom training, behind-the-wheel training, and route familiarization for new employees. Develop guidelines for Peer Instructor eligibility, selection, and roles and responsibilities. Conduct regular meetings with Peer Instructors and Safety & Training Specialists to ensure consistency of training delivery. Through Safety & Training Specialists, monitor Peer Instructors to ensure the quality of training delivery using participant surveys, in-person observations, or video review of training.

  • Administer Safety Programs: Administer GTA’s Agency Safety Plan. Lead the development, implementation, administration, and continuous improvement of safety risk management, safety assurance, and safety promotion processes in accordance with FTA’s PTASP and SMS requirements. Encourage employees to proactively support and report safety concerns through established safety reporting channels. Document safety concerns observed directly or reported by employees or the public. Document any observed safety violations and recommend corrective disciplinary action to division managers and supervisors. Assist and advise division managers and supervisors on implementing Agency Safety Plan elements in their divisions, including assisting with hazard identification and analysis, recommendations for hazard mitigation and monitoring, and completing corresponding documentation. Promote and perpetuate a strong safety culture across all Greenlink operations, including transportation service delivery, facility operations, maintenance activities, and customer interactions. In coordination with department management, develop, update, and implement safety policies and procedures, including the Agency Safety Plan and safety-related elements of the Greenlink Employee Handbook. Observe employees to ensure understanding and compliance with safety policies and procedures to prevent accidents during vehicle maintenance and service delivery. Facilitate monthly safety meetings to provide updates on safety data, trends, identified safety concerns, and remedial action. Develop resources and training materials for employees such as videos, instruction guides, booklets, informational graphics, and FAQ sheets on matters related to safety. In collaboration with the Fleet Manager, support and facilitate training for all maintenance divisions safety-related policies and procedures, including Hazard Communications, Hazardous Energy Control (Lock Out/Tag Out), Personal Protective Equipment (PPE), OSHA industrial hygiene, and other workplace safety standards. Educate staff on proper storage and disposal of hazardous materials and monitor compliance. Ensure adherence to the Stormwater Pollution Prevention Plan (SWPPP) and the Spill Prevention, Control, and Countermeasure (SPCC) plan as required by the Department of Environmental Services (DES). Review bus stop locations for safety and accessibility in collaboration with the Transit Projects Coordinator and provide final approval for new installations or relocations. Submit all NTD safety and security reports for fixed-route and paratransit operations and provide safety statistics for NTD and SMTF reporting. Implement and monitor the performance of Greenlink’s video-based Driver Behavior Modification System and assist division managers and supervisors with use and troubleshooting as needed. Oversee safety-related budget items, including capital requests and track related expenses. Promote the reduction or elimination of occupational accidents and injuries, and financial losses by advising management on safety operational requirements to meet regulatory compliance and reduce accidents and losses. Review, make recommendations, and take appropriate action to mitigate safety, health, and environmental risks. Maintain up-to-date knowledge of safety best practices, current industry trends, federal regulations related to safety and transit operations, ADA regulations, FTA safety and security requirements, OSHA industrial hygiene standards, and transit-related environmental health and safety requirements through active monitoring of industry resources, industry-specific memberships and organizations, networking, and participation in professional development opportunities.

  • Conduct Safety Inspections and Accident Investigations: Ensure safety compliance at all work sites through frequent visits and make corrective action decisions to improve worker and workplace safety. Maintain a quarterly inspection schedule for the fleet maintenance facility, fleet yard, Greenlink Terminal, and revenue service vehicles. Perform safety audits, inspections, and testing related to fire safety, safety certifications, and transit operations across GTA facilities, fleet vehicles, equipment, and safety devices. Review standard operating procedures and policies related to safety annually and make approved revisions. Ensure adherence to safety procedures in compliance with state and federal regulations and verify that emergency equipment in revenue vehicles is in good condition and fully stocked. Conduct regular, informal site reviews and inspections of all employee work sites to ensure safety compliance, including the GTA Operations & Maintenance Facility, Greenlink Terminal, bus stops, and GTA vehicles. In collaboration with the Deputy Director, develop and implement inspection forms for GTA-owned property such as facilities, bus stops, parking lots, and recreational spaces for employees, customers, and the affected community. Document inspections, including identified deficiencies, compliance information, and recommended corrective actions. Provide summaries of inspection activities to the appropriate division manager or staff with any recommendations for corrective actions or improvements in a timely manner. Work closely with division managers to provide guidance on safety and compliance matters as needed. Promote the reduction or elimination of occupational accidents, injuries, and financial losses by advising management on safety operational requirements to meet regulatory compliance and reduce accidents and losses. Monitor actions taken by each division in response to reports of hazardous or potentially hazardous conditions, review and make recommendations, and take appropriate action to mitigate safety, health, and environmental risks. Conduct statistical and trend analyses of safety performance, security activities, and other safety events and prepare written monthly reports for senior management. Respond to the scene of all critical accidents and incidents and conduct investigations of departmental events, including site response, photography, sketches, notes, and post-accident interviews. Investigate departmental safety concerns and monitor compliance with accident and incident reporting procedures, ensuring all required documentation is completed and processed. Collaborate with division managers and supervisors to ensure complete and accurate documentation of reported safety issues or concerns as needed. Manage the Accident Review Committee and provide recommendations regarding accident and incident preventability.

  • Supervise Staff: Supervise and monitor performance of assigned staff, including including direct reports and all new Bus Operator employees until they have successfully completed training. Establish priorities, work plans, and performance expectations and standards. Cultivate a healthy and positive work environment. Ensure staff compliance with all applicable laws and regulations, City, and department policies and procedures. Establish and approve work schedules. Ensure the accuracy of and approve employee time sheets. Coordinate professional development opportunities for direct reports to maintain or expand their knowledge of industry regulations, safety requirements, and best practices. Coach, counsel, and deliver all disciplinary action for assigned employees. Write and conduct timely performance evaluations and recommend or initiate corrective actions as appropriate. Meet with operators to provide coaching and feedback as needed. Maintain a safe work environment and report any workplace accidents in a timely manner. Ensure direct reports and assigned staff comply with Greenlink’s Agency Safety Plan. Encourage employees to proactively support and report safety concerns through established safety reporting channels. Promote and perpetuate a strong safety culture across all Greenlink operations, including transportation service delivery, facility operations, maintenance, activities, and customer interactions.

  • Manage Greenlink’s CDL Testing Program: Serve as the subject matter expert on the Federal Motor Vehicle Carrier Safety Administration’s (FMCSA) ELDT Program. Ensure agency and instructor information is up to date on FMCSA’s online Training Provider Registry. Monitor training program compliance with FMCSA regulations for ELDT and update as needed. Periodically audit participant records to ensure compliance with ELDT recordkeeping regulations. Monitor training records that are submitted through FMCSA’s online Training Provider Registry for accuracy and timely submission. Act as the primary point for FMCSA audits of Greenlink’s ELDT program. Assist Safety & Training Specialists with the facilitation of ELDT training for Bus Operators-in-Training as needed. Serve as the Designated Responsible Person on behalf of Greenlink for the South Carolina Department of Motor Vehicles’ (SCDMV) TPT Program and a SCDMV-certified Third-Party Commercial Driver’s License (CDL) Class B Examiner. Act as the primary point of contact for the SCDMV CDL Compliance Office Inspection Auditor. Conduct CDL Class B road testing for Bus Operators-in-Training, or applicants from other City departments as needed. Accurately record and upload test results for applicants using SCDMV equipment and information systems. Periodically audit applicant test records to ensure compliance with recordkeeping requirements. Monitor scheduled and performed CDL tests in the Commercial Skills Test Information Management System (CSTIMS). Facilitate random and scheduled SCDMV CDL Compliance Office audits of Greenlink’s TPT program as needed. Ensure TPT certifications remain active for designated employees and that any SCDMV requirements to retain active certifications are met. Coordinate refresher training with SCDMV as required. Maintain up-to-date knowledge regarding SCDMV Third-Party Tester Program requirements and FMCSA ELDT regulations. Conduct annual review of internal TPT and ELDT programs and program materials to ensure ongoing compliance with state and federal regulations. Ensure any changes to agency information or staff roles is promptly communicated to the SCDMV and FMCSA as needed. Collaborate with other City departments to assist with any CDL training or testing needs as requested.

Job Requirements
  • Bachelor’s degree in industrial hygiene,occupational safety, risk management, environmental health, or a related field that provides the skills and abilities to meet the requirements of the position.
  • Documented work experience may be substituted on a two (2) for one (1) basis.
  • Over four (4) years of progressively responsible experience in transit safety, safety inspections, safety training, or operations.
  • Minimum two (2) years of CDL driving experience with Class B, airbrake-equipped, passenger-carrying vehicles.
  • Must have or obtain OSHA 30-Hour certification within one (1) year of hire.
  • Must have or obtain Transportation Safety and SecurityProgram certificate within three (3) years of hire.
  • Must have or obtain SCDMV Third-Party Tester Certification within one (1) year of hire.
Preferred Qualifications
  • CPR and First Aid certified.
  • World Safety Officer Certified Safety Specialist (CSS), Certified Safety Professional (CSP) or Certified Safety Manager (CSM).
Driver's License Requirements
  • Valid South Carolina Class B CDL with air brake provision and passenger endorsement, or the equivalent CDL from their state of residence.
  • Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state’s Department of Motor Vehicles at the sole cost of the employee.

Working Conditions
Primary Work Location: Office environment, field, and transit bus.
Protective Equipment Required: Close toed shoes, safety vest, safety glasses, and hearing protection.
