Business Systems Analysis Associate Director

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Business Systems Analysis Associate Director based in Canada.

This is a senior, customer-facing leadership role responsible for strengthening business systems analysis across complex healthcare payer portfolios. You will lead a distributed organization of 30+ professionals while improving requirements quality, backlog readiness, and delivery outcomes. The role combines deep healthcare payer expertise with business analysis, product enablement, and technology delivery leadership. You will partner closely with Product Owners, business and IT leaders, PMO teams, delivery organizations, and executive stakeholders. A key focus will be transforming the BSA function from documentation-focused analysis toward proactive, product-aligned business partnership. You will also introduce scalable practices, modern tools, AI-enabled capabilities, and performance metrics that improve efficiency and reduce rework. This is an opportunity to shape how business analysis and delivery readiness operate across a large and complex healthcare environment.

Accountabilities:
  • Lead the BSA organization: Direct BSA teams across multiple healthcare payer portfolios, including onshore and offshore resources, while providing coaching, mentoring, accountability, and strategic direction to 30+ professionals.
  • Strengthen BSA standards: Establish consistent practices for requirements elicitation and documentation, user stories, acceptance criteria, process flows, traceability, stakeholder approvals, data mapping, and operational impact analysis.
  • Align teams with business priorities: Match BSA resources to customer priorities, product roadmaps, delivery commitments, and broader portfolio objectives while developing analysts into proactive business and product partners.
  • Apply healthcare payer expertise: Guide teams across claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, and healthcare operations.
  • Improve product enablement: Evolve business analysis toward product enablement, backlog ownership, business value, and outcome-driven delivery by improving scope definition, dependency identification, MVP definition, and backlog readiness.
  • Drive requirements quality: Identify gaps, ambiguities, conflicts, dependencies, and downstream impacts early, ensuring requirements are clear, actionable, testable, and traceable from business objectives through implementation and support.
  • Support delivery readiness: Partner with Product Owners, QA, development, architecture, operations, and PMO teams across backlog refinement, sprint planning, UAT, implementation readiness, and production support transition.
  • Reduce rework and defects: Improve stakeholder review, approval, traceability, and handoff processes to minimize delivery issues caused by incomplete or unclear requirements.
  • Modernize BSA practices: Simplify processes, eliminate unnecessary documentation and reviews, and introduce reusable templates, playbooks, knowledge repositories, and scalable operating practices.
  • Leverage technology and AI: Use modern tools, automation, and AI-enabled capabilities to improve requirements management, documentation, backlog readiness, knowledge sharing, and team productivity.
  • Measure performance: Establish meaningful BSA metrics covering requirements quality, backlog readiness, rework, defect leakage, cycle time, stakeholder satisfaction, and implementation readiness.
  • Build executive relationships: Act as a trusted advisor to customer Product Owners, business leaders, IT executives, portfolio leaders, and account leadership, clearly communicating requirements issues, business impacts, delivery risks, and recommended actions.
  • Support governance and risk management: Represent the BSA organization in governance forums, portfolio reviews, product planning, requirements reviews, backlog discussions, and escalations while proactively addressing delivery and readiness risks.
Requirements
  • Experience: 12+ years of progressive experience in IT delivery, business systems analysis, product enablement, requirements management, or technology delivery leadership, including at least 10 years of direct healthcare payer or health plan experience.
  • Healthcare expertise: Strong knowledge of healthcare payer capabilities such as claims, enrollment, provider, member, benefits, product configuration, Medicare, Medicaid, commercial products, compliance, data, interoperability, and healthcare operations.
  • Healthcare technology: Experience with healthcare platforms and technologies such as OHI, HRP, claims platforms, provider data, EDI, FHIR, interoperability solutions, or healthcare data platforms.
  • People leadership: At least 5 years of experience leading large teams of 30+ professionals, including distributed onshore/offshore organizations.
  • BSA leadership: Demonstrated success leading business systems analysis organizations and improving requirements quality, traceability, backlog readiness, and overall delivery outcomes.
  • Delivery environments: Experience working in managed services, managed capacity, or other large-scale technology delivery environments.
  • Methodologies: Strong understanding of Agile, hybrid, and waterfall delivery approaches, including persistent teams and product-aligned delivery models.
  • Business analysis: Strong knowledge of requirements elicitation, user stories, acceptance criteria, process modeling, backlog refinement, traceability, UAT, and implementation readiness.
  • Communication: Exceptional customer-facing communication, relationship management, influencing, and executive stakeholder engagement skills.
  • Collaboration: Ability to work effectively across business, product, technology, delivery, and executive stakeholder groups.
  • Leadership style: Proven ability to build high-performing teams, establish accountability, develop talent, and foster a collaborative delivery culture.
  • Preferred experience: Direct experience with healthcare payers, health plans, managed care organizations, or healthcare technology services providers is highly valued.
  • Preferred tools: Experience with Jira, Azure DevOps, Clarity, ServiceNow, Power BI, Microsoft Copilot, or comparable business and delivery platforms.
  • Certifications: CBAP, PMP, CSM, SAFe, Product Owner, or related professional certification is an asset.
  • Transformation experience: Experience modernizing BSA operating models, transitioning organizations toward product-aligned delivery, or improving requirements and delivery readiness.
  • AI and automation: Experience applying AI or automation to requirements management, documentation, knowledge management, or product delivery is a plus.
