Job Description:

Hite Consulting is seeking an experienced Program Analyst – Federal Grants to support the operations of a large federal grant program. Working directly alongside federal program personnel in Washington, DC, the Program Analyst will help coordinate program activities, manage program-related taskings, support leadership priorities, and ensure actions are effectively tracked from assignment through completion.

The position operates in a dynamic environment involving multiple grant programs, internal and external stakeholders, concurrent priorities, and time-sensitive requests. The Program Analyst will help bring structure and accountability to program operations by coordinating information across teams, monitoring deadlines, facilitating responses, preparing leadership materials, and maintaining visibility into ongoing actions.

This is not primarily a grant processing position. The role sits at the intersection of program operations, task management, stakeholder coordination, analysis, and leadership support within a federal grants environment.

The ideal candidate is highly organized, proactive, and comfortable working directly with federal clients. They can independently manage assignments, determine what information is needed, engage the appropriate stakeholders, and drive actions toward timely completion.

The selected candidate will report directly to the Hite Program Manager.

Work Location:

This position is primarily onsite in Washington, DC. The Program Analyst will work side-by-side with federal program personnel and should be comfortable operating in a highly collaborative, client-facing environment.

Position Duties:

  • Coordinate and track program-related taskings, requests for information, leadership inquiries, data calls, and other assignments from receipt through completion.
  • Review incoming assignments to identify required actions, responsible stakeholders, deadlines, and coordination needs; monitor progress and proactively follow up on outstanding items.
  • Work across program teams, subject matter experts, and other stakeholders to gather information, coordinate inputs, and develop accurate and timely responses.
  • Maintain task trackers, action logs, program documentation, and status reporting that provide leadership visibility into priorities, workload, and upcoming deadlines.
  • Prepare briefing materials, executive summaries, presentations, talking points, correspondence, and other products supporting program leadership.
  • Research, analyze, and synthesize program information and data to support leadership inquiries, decision-making, reporting requirements, and emerging priorities.
  • Coordinate meetings, working groups, and stakeholder engagements, including preparation of agendas and materials and tracking of resulting actions and follow-up activities.
  • Support communication and coordination with federal stakeholders, grant recipients, and partner organizations involved in program activities.
  • Support program reporting, performance tracking, and the development and maintenance of dashboards and other management tools.
  • Document program processes and workflows and identify opportunities to improve coordination, information sharing, task management, and overall program effectiveness.
  • Perform other related duties as assigned.
  • Qualifications and Education Requirements:

  • Bachelor’s degree.
  • 8+ years of professional experience; candidates with an advanced degree may qualify with 6+ years of relevant experience.
  • Demonstrated ability to manage multiple assignments, deadlines, and competing priorities in a fast-paced environment.
  • Strong organizational, analytical, research, and problem-solving skills.
  • Excellent written and verbal communication skills, including the ability to synthesize complex information into clear, concise products.
  • Experience preparing reports, briefings, presentations, correspondence, or other materials for program leadership or senior stakeholders.
  • Exceptional attention to detail and commitment to producing accurate, high-quality work.
  • Strong interpersonal skills and the ability to coordinate effectively across multiple teams and organizational levels.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to work primarily onsite in Washington, DC alongside the federal client.
  • Ability to obtain and maintain a DHS Public Trust suitability determination.
  • Preferred Qualifications:

  • Previous experience supporting FEMA, DHS, or another federal agency.
  • Experience supporting federal grant or financial assistance programs.
  • Familiarity with emergency management, fire service, first responder domains.
  • Experience serving in a Program Analyst, Management Analyst, Project Analyst, Action Officer, Executive Secretariat, PMO, or similar coordination role.
  • Experience managing executive-level taskings, data calls, requests for information, correspondence, or concurrence processes.
  • Experience with SharePoint or similar collaboration and document management platforms.
  • Familiarity with the federal grants lifecycle and grants management processes.
