Regulatory Program Lead

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Regulatory Program Lead based in Canada.

We are seeking a senior compliance and regulatory leader to oversee a broad, technology-enabled compliance program supporting regulated Canadian payments entities. The role combines strategic leadership with hands-on execution across financial crime, payments regulation, consumer protection, privacy, sanctions, and regulatory governance. You will own the end-to-end annual compliance plan and serve as a senior representative in governance forums, Board meetings, and regulatory engagements. The position requires close collaboration with Legal, Risk, Product, Operations, and Engineering teams to deliver effective regulatory programs and remediation initiatives. You will also help build AI-enabled compliance capabilities that improve analysis, automation, and operational efficiency. Accountabilities:
  • Serve as the Regulatory Program Lead for regulated Canadian entities, acting as a senior compliance representative and designee of the Chief Compliance Officer in governance forums, Board meetings, and regulatory engagements.
  • Lead end-to-end execution of the annual Canadian Compliance Plan, including regulatory change management, monitoring and testing, risk assessments, policy reviews, milestones, and regulatory commitments.
  • Oversee compliance programs covering AML/ATF, sanctions, the Retail Payment Activities Act (RPAA), PCI requirements, consumer protection, privacy, and related provincial obligations.
  • Manage compliance requirements associated with MSB activities, including FINTRAC registration and support for regulatory examinations, audits, and supervisory engagements.
  • Lead the governance and tracking of regulatory commitments, audit actions, findings, issues, and remediation plans through to closure.
  • Maintain and evolve the compliance risk assessment framework, policies, procedures, governance documentation, and related controls.
  • Prepare Board and governance committee materials that translate complex regulatory topics into clear, concise, decision-ready information for senior leadership.
  • Lead cross-functional regulatory initiatives involving Legal, Risk, Product, Operations, Engineering, and other stakeholders.
  • Drive process improvement, operational efficiency, automation, and the adoption of AI-enabled solutions within compliance activities.
  • Coordinate compliance training and targeted regulatory awareness materials for senior leaders, Board members, and business stakeholders.
  • Support the development of scalable compliance frameworks that remain aligned with Canadian regulatory expectations and global standards.
  • Provide informed judgment on regulatory risks, emerging requirements, and the appropriate application and limitations of AI tools in compliance activities.
Requirements:
  • 10+ years of progressive experience in compliance, financial crime, regulatory affairs, or a related discipline, including substantial experience in payments compliance within a regulated payments entity, MSB, payment service provider, acquirer, or comparable fintech.
  • Experience serving in or directly supporting a senior compliance leadership capacity, such as CCO, Deputy CCO, Head of Compliance, CAMLO, or Deputy CAMLO.
  • Deep knowledge of Canadian AML/ATF requirements, including the PCMLTFA and FINTRAC guidance.
  • Strong knowledge of the Retail Payment Activities Act (RPAA) and the Canadian Code of Conduct for the Payment Card Industry.
  • Strong understanding of Canadian consumer protection and privacy frameworks, including FCAC, PIPEDA, and CASL.
  • Knowledge of Canadian sanctions regimes, including SEMA and UN sanctions.
  • Direct, practical knowledge of payment systems, money services businesses, and payments-specific financial crime typologies, risks, and controls.
  • Proven experience preparing and presenting Board-level compliance reporting and engaging directly with regulators during examinations and ongoing supervision.
  • Hands-on experience using AI tools for regulatory analysis, drafting, research, process automation, or related compliance activities, with sound judgment regarding their capabilities and limitations.
  • Demonstrated leadership, people management, stakeholder engagement, and cross-functional program management capabilities.
  • A builder mindset and ability to operate effectively in a fast-paced, evolving, and growth-oriented environment.
  • CAMS, ICA, or equivalent professional certification is required or strongly preferred.
  • Knowledge of buy-now-pay-later compliance programs is an asset.
  • Experience with the Quebec regulatory regime, hands-on RPAA compliance, or OSFI guidelines is an asset.
  • Familiarity with the AUSTRAC/Australian AML/CTF regime is an asset.
  • Bilingual English/French proficiency is an asset.
  • Experience with compliance and business technology such as Protecht, JIRA, Confluence, Looker, Tableau, and enterprise AI tools is an advantage.
  • Excellent judgment, communication, analytical, organizational, and problem-solving skills.
