Job Summary
Laine Federal Education is a 100% Minority Woman-Owned federal workforce contractor with 15+ years of experience and 600+ employees nationwide. We have been awarded a WIOA Adult and Dislocated Worker Services contract with the Capital Region Workforce Partnership (CRWP) County of Henrico, Virginia and are hiring immediately for a Business Services Partner to serve as our lead employer engagement professional across LWDA #9.

This is a 100% devoted, full-time Richmond-based position operating across three Virginia Career Works centers: Henrico, Chesterfield, and Richmond West. You will be the demand-side driver of our WIOA program: building employer relationships, developing On-the-Job Training (OJT) agreements, and co-designing micro-training events that connect participants directly to open jobs

Duties
• Build and maintain active hiring partnerships with top employers across healthcare, logistics, IT, and skilled trades — including HCA Virginia, VCU Health, Amazon, Capital One, and I-95 corridor employers
• Develop and administer On-the-Job Training (OJT) agreements offering employers up to 50% wage reimbursement
• Co-design employer-led micro-training events tied to real open positions — participants train, then interview immediately
• Represent Laine Federal and CRWP at the Greater Richmond Chamber of Commerce, Henrico Economic Development Authority, and regional sector event
• Coordinate with case managers daily to match placement-ready participants with active employer openings
• Enter all employer contacts, job orders, and placements into Virginia Career Works (VaWC) system and submit monthly activity reports to CRWP

Skills
• 3+ years of employer engagement, business development, workforce development, or account management experience
• Current experience in a Virginia Career Works or WIOA-funded workforce program preferred
• Familiarity with at least two of our four target sectors: healthcare, logistics/transportation, IT, or skilled trades
• Relationship skills: Proven ability to build and maintain professional employer relationships and present to business groups and chambers
• Technology: Microsoft 365 proficiency required. VaWC or comparable workforce case management experience preferred
• Education: Bachelor's degree in Business, HR, Workforce Development, or related field preferred. Equivalent experience considered
