Position Summary: This role directs Tigua Construction Services, Inc.’s (TCS) execution of the CBP Critical Repairs, Multiple Land Ports of Entry contract a geographically dispersed portfolio of 21 site work packages across four CLINs in Minnesota, Montana, North Dakota, New Mexico, Texas, Washington, and Vermont. The Project Manager is TCS’s single point of contractual and technical interface with the U.S. Customs and Border Protection (CBP) Contracting Officer (CO), Contracting Officer’s Representative (COR), and site representatives, and directs the field-based Superintendent / Quality Control Manager, who reports to this position. Duties include managing the full project lifecycle across all CLINs and locations: integrated scheduling and look-ahead planning, subcontract competition and administration for specialty scopes, procurement and submittal control, resource and travel coordination across four Areas of Responsibility (AORs), cost/schedule performance, change and differing-site-condition management, safety escalation, and Government closeout.

Essential Duties/Responsibilities

    Plan, direct, and coordinate all activities for the projects assigned to ensure objectives are accomplished safely within prescribed funding and scheduling parameters.Serve as TCS’s primary point of contact with the CBP Contracting Officer (CO), COR, and site representatives; provide the single, authorized contractor voice for scope, price, schedule, and contractual commitments across all 21 locations.Direct and supervise the field-based Superintendent / Quality Control Manager, who reports to this position; resolve travel, coverage, and priority conflicts across the four Areas of Responsibility (Northern Plains, Southwest, Pacific Northwest, and Northeast).Maintain the integrated program schedule and a rolling six-week look-ahead across all CLINs Monitor and control project(s) budget and schedule.Prepare and report project(s) costs, progress, and forecasts.Establish and execute project work plans.Maintain open communication channels with client, regulator, or other stake holders.Prepare and submit pay applications, Requests for Information, Purchase Orders, Submittals, Change Orders, Claims, Request for Proposals, Request for Qualifications, and any other required project related communication.Lead competition, technical/commercial evaluation, and administration of specialty subcontracts (fire protection, security/physical access control systems, ballistic glazing, structural fabrication, regulated environmental/demolition, and similar licensed trades) identified in the site-by-site workshare.Verify authorized scope, funding, and site readiness before releasing any task for mobilization, and confirm that release-gate requirements (design/permits, materials, qualified performer, and safety controls) are satisfied.Coordinate with Operations Manager and General Superintendent the allocation of shared resources such as personnel and equipment.Serve as company representative at required project meetings or hearings and prepare documentation as necessary.Perform in-depth review of all essential elements of projects assigned to identify challenges to mitigate or opportunities to realize.Supervise work performed to ensure it meets company standards and quality plan.Review drawings and specifications for constructability, completeness, and accuracy.Promptly respond to project ad-hoc needs.Enforce safety policies and procedures.Ensure all on-site compliance with project procedures, safety program requirements, work rules and company policies.Own prime-level safety escalation and subcontract safety enforcement; ensure only qualified performers and required task-specific coverage are released to perform active work.Maintain a portfolio-level status view of scope validation, submittal/design status, procurement, mobilization, inspection/test status, open deficiencies, and closeout by site and task, and report status to CBP and to TCS leadership.Coordinate mission-protection sequencing with CBP site operations (traffic, security boundaries, occupied areas, and active port operations) so repairs do not disrupt Land Port of Entry operations.Travel to project sites on a milestone- and issue-driven basis (kickoff/site validation, contested items, cutover/demolition decisions, and turnover) rather than on a fixed schedule.Apply expert level knowledge in heavy civil construction, materials, equipment, and risk management.Performs other related duties as assigned.

Education and Experience Requirements:

    7 years of experience in a Project Manager role and completed at least two similar projectsCompleted construction projects of magnitudes greater than $15m; preferred experience working on GSA, DHS, and/or CBP projects.One similar project must have the construction successfully completed or has reached substantial completion within the past ten (10) years
    Bachelor’s degree in Civil Engineering, Construction Management, or equivalent combination of technical training and/or extensive experience in construction, design, finance and management required.Minimum ten (10) years of related construction experience and in managing construction projects requiredValid Driver's License required for position.Experience managing geographically dispersed, multi-site construction programs (multiple simultaneous locations) strongly preferred.Project Management Professional (PMP) certification is a plus.

    Demonstrated ability to manage multiple concurrent, geographically dispersed project sites and remote subcontractor/craft resources.Working knowledge of federal construction contracting, subcontract competition, and Government submittal/RFI processes.Proficiency with scheduling software (e.g., Microsoft Project or equivalent) and program status reporting tools.

Physical Requirements

    Frequent navigation of uneven terrain, subject to changing weather conditions.Regularly engage in standing, sitting, and walking activities throughout shifts.Occasional stooping, kneeling, or bending may be required.Frequently reaching above and below shoulder levels.Intermittent climbing of stairs or ladders may be necessary.Regular exposure to heavy equipment and moving machinery.Extended periods of desk work involving computer usage.Exposure to outdoor environments with machinery in operation.Capability to utilize personal protective equipment, such as steel toe shoes, gloves, safety glasses, hearing protection, hard hat, and vest, as needed.Ability to occasionally lift objects weighing up to 15 pounds.Reasonable accommodation will be considered for individuals with disabilities to fulfill essential job duties.

Conditions of Employment:

    Must be able to pass a drug screen and background/financial check.
    Must be able to obtain and maintain any facility access or badging required by U.S. Customs and Border Protection (CBP) to visit active Land Port of Entry sites.

Pay: Negotiable

Location: Remote: (home office), with travel to CBP project sites in Minnesota, Montana, North Dakota, New Mexico, Texas, Washington, and Vermont.

Travel: Up to 30%, milestone- and issue-driven (kickoff/site validation, contested items, cutover/demolition decisions, and turnover), to project sites across MN, MT, ND, NM, TX, WA, and VT.

Position Type and Expected Hours of Work: This is a full-time position, Monday through Friday. Occasional evening and weekend work may be required as job duties demand.
