Job Description

The Associate Vice President of Accounting Services and Controller provides strategic oversight and management of the college's financial operations, ensuring compliance with accounting standards, regulatory requirements, and institutional policies. This role is responsible for maintaining the integrity of financial records, managing cash disbursements, overseeing financial reporting, and supporting financial aid administration.


Reports to: Vice President of Administrative Services/CFO
  • Direct and manage cash disbursements, including payments to students, vendors, faculty, and staff, ensuring accurate classification of all expenditures.
  • Oversee the chart of accounts, including the creation and maintenance of account codes and classifications in line with THECB and DOE guidelines.
  • Act as Co-Investment Officer to ensure compliance with the Public Funds Investment Act.
  • Ensure timely and accurate preparation of annual financial reports, including required forms and schedules, and reporting to THECB and for tax purposes.
  • Prepare work papers and support documentation for independent audits.
  • Ensure TVCC’s compliance with the Department of Education’s Cash Management Regulations.
  • Design, execute, and maintain a system of internal controls to ensure effective and efficient operations, safeguard assets, and ensure reliable financial information that complies with applicable laws, regulations, policies, and procedures.
  • Collaborate with the Senior Business Analyst and CFO to analyze financial records and ensure their accuracy and completeness.
  • Stay current on accounting and tax regulations through professional development and industry contacts.
  • Manage the accounting procedures for identifying, capitalizing, and depreciating the college’s fixed assets according to GAAP and THECB guidelines.
  • Prepare and oversee the Accounting Services budget, ensuring effective financial management and resource allocation.
  • Assign and delegate business office tasks, projects, and programs; monitor workflow, and evaluate work products and procedures.
  • Assist in the development and enhancement of the college’s financial information systems and technology.
  • Work closely with the student financial aid department to administer student loans, scholarships, and financial aid programs; assist with required reporting.
  • Maintain and update the Catalog and Business Services webpage related to financial policies.
  • Perform other duties as assigned by the Vice President of Administrative Services and CFO.

SUPERVISOR RESPONSIBILITIES:

  • Accomplishes department objectives by supervising staff and organizing and monitoring work processes.
  • Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities.
  • Accomplishes staff job results by coaching, counseling, and disciplining employees.
  • Plans, monitors, and appraises job performance annually, and provides constructive feedback and coaching.
  • Implements and enforces systems, policies, and procedures.
  • Maintains safe and healthy work environment by establishing and enforcing organization standards and adhering to legal regulations.
  • Completes operations by developing schedules, assigning and monitoring work, and gathering resources, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures.
  • Controls departmental expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions.
  • Ensure quality and customer service standards are adhered to as a department.
  • Contributes to team effort by accomplishing related results as needed.
  • Setting goals for performance and deadlines in ways that comply with the college’s plans and vision
  • Organizing workflow and ensuring that employees understand their duties or delegated tasks

EDUCATION REQUIRED:

Bachelor’s Degree in Accounting, or closely-related field with relevant work experience.

PREFERRED:

Master’s Degree in Business Administration or related field

EXPERIENCE REQUIRED:

Eight (8) years’ work experience in the area of accounting and financial control systems and supervisory experience.
