Hybrid position. In office 2+ days a week in French Camp, CA.

What You Will Be Doing:

Under general supervision, the HR Business Partner is responsible for assisting the administration of employee labor relations activities in a manner consistent with business initiatives, strategic goals and HPSJ’s human resource’s philosophy, and internal and external requirements. Must have experience in the Union environment, employee & labor relations. Work is varied and moderately complex and requires a high degree of discretion and independent judgment.

Essential Functions:

  • Assists in the management of on-going communication and working relationships with employee representative organizations.
  • Responds to requests for information, investigations, hearings and settlement of such claims or requests; coaches and advises management in preventing and/or addressing such claims or requests.
  • Coordinates the gathering of information related to negotiations; participates in developing HPSJ’s position on matters within the scope of bargaining; coordinates the preparation of materials needed for negotiations; serves as a member of the negotiating team.
  • Advises management regarding the interpretation and application of Memoranda of Understanding, HPSJ Policy and Procedures, and various other policies dealing with labor and employee relations.
  • Advises management on moderately complex disciplinary matters. In consultation with human resources director, recommends strategies for handling discipline cases, reviews proposed actions for consistency and compliance with policy.
  • Assists in the meet and confer process between HPSJ management and union representative including identifying and recommending potential issues and trends in labor/employee relations matters.
  • Researches and recommends additions and changes to policies and procedures based on best practices, legal requirements and other standards; develops and distributes procedures; implements effective and efficient processes in collaboration with other departments.
  • Manages the termination process, including but not limited to, creating documentation, processing, communication, exit interviews and unemployment.
  • Assists in managing the performance review process.
  • Liaison between HPSJ management and union representatives, including but not limited to problem resolution, requests for information and meeting coordination, staff to negotiations team.
  • Ensures that data and information is captured, recorded, stored and reported in an accurate and timely manner.
  • Compiles, develops, and produces internal and external reports.
  • Compiles, develops and presents internal and external reports, including status and utilization.

Required

  • In-depth knowledge and skills in the principles and practices of human resources management and administration, including employee and labor relations.
  • knowledge and skills in the principles and practices of collective bargaining.
  • In-depth knowledge and skills in administrative procedures and practices for processing complaints and grievances, up to and including mediation and PERB complaints.
  • In-depth knowledge of human resources systems, processes and reporting best practices in the employee and labor relations.
  • In-depth knowledge of federal and California employment and labor regulations and guidelines.
  • Capacity to develop and maintain trust and build credibility within the organization.
  • Strong interpersonal skills, including the ability to initiate, establish and maintain effective working relationships with individuals at all levels inside and outside of HPSJ.
  • Strong oral and written communication skills, including the ability to communicate professionally with diverse individuals and groups inside and outside of HPSJ, and document according to standards.
  • Strong listening skills, with the ability to synthesize information and facilitate conversations.
  • Strong customer service skills, with a commitment to delivering top notch service to all customers.
  • Basic knowledge of change management theory and ability to apply it.
  • Strong conflict resolution skills, with the ability to manage conflicts between diverse individuals at all levels to successful conclusions.
  • Strong knowledge of basic data analysis and communication/reporting tools and techniques, with ability to perform analysis and resolve problems, and recognize and act on trends.
  • Strong coaching/counseling skills, including the ability to function as a mentor to management and employees.
  • Basic mathematics skills, including the ability to do simple algebra.
  • Intermediate skills in Word, Excel, PowerPoint, Windows and Outlook, including the ability to create formulas, charts and graphs.
  • Ability to handle confidential information with appropriate discretion.

What You Have:

Education and Experience

Required

  • Bachelor’s Degree in related field or equivalent combination of education and experience; and at least six years in employee relations, four of which are in a union environment.

Preferred

  • Experience in human resources in healthcare

Licenses, Certifications

Preferred

  • PHR, SPHR or SHRM-SCP certification
