The Assistant Regional Manager plays a vital role in supporting the performance, stability, and consistency of HDC MidAtlantic’s affordable housing communities. This position works under the direction of the Director of Property Management and in partnership with Regional Managers to drive operational excellence across assigned communities. This position will oversee properties in Delaware including Dover, Smyrna and Wilmington.

The Assistant Regional Manager is responsible for supporting properties, assisting with staffing transitions, and reinforcing consistent execution of HDC’s Standards of Excellence, systems, and expectations. This includes providing onsite support, coaching Community Managers, supporting compliance and financial performance, and ensuring a high-quality, resident-centered experience across the portfolio. The Assistant Regional Manager is expected to take initiative, solve problems, and drive results within assigned responsibilities, while operating in close partnership with Regional Managers and the Director of Property Management for alignment, guidance, and escalation.

Unlike the Regional Manager role, which carries full ownership of a portfolio, the Assistant Regional Manager role is designed to build the skills, judgment, and consistency required for independent portfolio leadership. Success in this role is demonstrated through the ability to increasingly lead with autonomy, proactively address challenges, and deliver results with decreasing reliance on oversight.

Essential Duties and Responsibilities:

Resident Experience

  • Model and reinforce a trauma-informed, resident-centered approach across all communities to drive and sustain at least 85% resident satisfaction.
  • Support Community Managers in resolving resident concerns effectively at the site level.
  • Coach teams on conflict resolution, de-escalation, and professional communication.
  • Ensure resident complaints are addressed timely and documented appropriately.
  • Reinforce that repeated resident concerns indicate operational gaps requiring correction.
  • Partner with Resident Services to support resident stability and engagement.

Property Standards

  • Ensure communities maintain conditions aligned with HDC standards for safety and curb appeal.
  • Monitor site conditions and address deficiencies with staff immediately.
  • Reinforce expectations for organized and compliant office environments.
  • Ensure community presentation reflects strong operational performance that contributes to a positive resident experience.

Operational Performance

  • Monitor and actively drive improvement in key performance metrics including occupancy, rent collection, compliance timelines, and resident satisfaction.
  • Identify performance gaps and implement targeted strategies to improve results across communities.
  • Hold Community Managers accountable for performance outcomes aligned with HDC standards, KPIs, and expectations.

Financial Performance

  • Support achievement of budgeted financial performance, including revenue, expenses, and NOI to meet goals.
  • Monitor financial performance and identify variances, cost drivers, and operational risks.
  • Support community managers in adherence to property budgets and reinforce cost-effective decision-making.
  • Identify opportunities for cost savings and operational efficiencies while maintaining service quality.
  • Partner with Operations Manager to implement corrective strategies to improve financial outcomes.

Compliance

  • Ensure compliance with LIHTC, HUD, RD, and other programs and ensure communities are maintaining audit-ready files.
  • Support community managers in ensuring recertifications and move-in processes meet goals
  • Ensure Community Managers address compliance risks promptly and effectively.

Training

  • Support onboarding, training, and ongoing development of Community Managers and on-site staff.
  • Reinforce consistent execution of HDC’s Standards of Excellence, systems, and service expectations.
  • Identify performance gaps and provide coaching to improve individual and team effectiveness.

Team Collaboration

  • Provide coverage for staffing gaps.
  • Support portfolio-wide consistency by reinforcing HDC standards, systems, and expectations across all assigned communities.
  • Collaborate across departments.
  • Support special projects and initiatives.
  • Perform other duties as assigned.

Education, experience, and special requirements:

  • Position requires a high school diploma or equivalent, along with a valid driver’s license.
  • High school diploma or equivalent required; valid driver’s license required.
  • Minimum of 5+ years of property management experience required.
  • Leadership experience preferred
  • Ability to travel within region
  • Strong problem-solving and communication skills.

Normal work environment:

  • Requires frequent travel within the assigned region to support multiple communities, with the role being primarily field-based.
  • Work is performed across varied environments, including onsite property offices and walking properties to assess site conditions and operational standards.
