Job Description
This position is a high-level, specialized, statewide position managing the division’s contract administration, overseeing the analysis of complex procurement issues, administering procurement programs and approval thresholds, and ensuring the integrity of our purchasing reports and processes. OA-FMDC is seeking a proactive team player who is able to apply critical thinking related to procurement duties as well as provide outstanding customer service to vendors/suppliers, multiple state agency contract personnel, legislature, and FMDC team members.
Responsibilities
The successful candidate will direct all contract administration operations, ensuring the effective execution of contracts, specifically in the construction field with general knowledge of goods and services. The candidate will also verify capital improvements and construction projects are aligned with the state's strategic objectives and statutory requirements of Chapter 8, RSMo.
Examples of Duties:
- Direct and manage all aspects of contract preparation, submission, execution, and reporting for OA-FMDC’s capital improvements, construction administration, A/E agreements, and maintenance and repair projects, as well as procurement of goods and services. This includes the construction project bidding phase, bid evaluation, and contract execution phase for multiple delivery methods, including Design-Bid-Build, Design-Build, Construction Manager-at-Risk (CMAR), and IDIQ methods of Job Order Contracting and Construction Services.
- Provide expert procurement analysis and strategic guidance to senior leadership on procurement decisions, project feasibility, and resource allocation.
- Ensure compliance with all state and federal regulations, procurement laws, and reporting requirements.
- Lead and mentor a team of contract professionals, fostering a culture of accuracy, accountability, and continuous improvement.
- Serve as the primary OA-FMDC procurement liaison to OA-Division of Purchasing, OA-Budget and Planning, OA-Commissioner’s Office, Governor’s Office, General Assembly, and vendors/suppliers.
- This position will report directly to the Director of FMDC and manages a team of approximately 16 team members.
- Bachelor’s degree from an accredited college or university in business administration with studies in contract administration, contract law, etc.; construction management disciplines; or related field (substitutions may apply). A master’s degree is preferred.
- A minimum of six (6) or more years of experience with contract administration, specifically in the construction field with knowledge of goods and services as well as maintenance and repair contract administration.
- Proven ability to lead and develop a team.
- Ability to lead cross-functional teams and drive continuous improvement.
- Strong analytical, communication, collaboration, strategic planning, and leadership skills that build trust with diverse stakeholders and the public.
- Thorough knowledge of Missouri procurement practices, statewide policies, and applicable federal and state laws, statutes, and regulations.
- Ability to work independently, prioritize tasks, maintain strong attention to detail, and recommend process improvements.
- Strong time management, organizational, and planning skills to manage multiple priorities.
- Proficiency in eBuilder (Trimble Unity Construct) and Microsoft Office (Word, Excel, Outlook, Access) for creating reports and spreadsheets is preferred.
- Valid Missouri driver’s license or one from an adjacent state if residing outside Missouri.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
