About This Position

Position Description: GENERAL DESCRIPTION
Under the direction of the Chief Operating Officer, The Community & Employer Partners Manager is responsible for directing, managing, and implementing relevant aspects of the Workforce Solutions Alamo Local Plan and the creation of a coalition (or alliance) of key stakeholders at the grassroots and community-based level to support Sector-Based Partnerships in the Alamo region.

The Community & Employer Partners Manager will facilitate the connection of community-based organizations to Alamo Workforce Solutions and its key stakeholders in local government, private business, and education and training institutions to meet the local workforce need, our sector base model and local plan of the Alamo region. The Community & Employer Partners Manager will review existing strategies, engage new partners, and create recommendations and goals to address the areas workforce challenges.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential Job Duties and Responsibilities, include, but not limited to:
Build, sustain, and expand the sector base model to public and private stakeholders to address challenges faced by the current local workforce.
Establishes and maintains effective working relationships with businesses, chambers, and economic development organizations; facilitates workforce services to businesses in the Alamo region.
Foster partnerships with Alamo area colleges and universities to develop internship opportunities to support the development of Sector-Based partnerships.
Supports the design, development, and implementation of the business service development with employer relations. Facilitate the coordination and assistance in the provision of services to include but not limited to dislocated workers affected by a layoff and/or responsible for the recruitment of employers/businesses and the development of agreements such as Work Experience, Subsidized Employment and engages in job development opportunities for customers downsizing with rapid response services.
Collaborate with existing WSA teams/departments to further develop the sector base model and the local plan including the development of issue analyses, position statements, talking points, and public information materials that energize community participation, elevate WSA priorities, and inform partners.
Engage in current area-wide workforce development and advocacy efforts to include but not limited to supporting partner efforts, assist with outreach efforts connecting employers to the appropriate talent pool and connecting WSA partners to other workforce development efforts
Manage team of community outreach specialists tasked with assisting in the development and growth of the sector base model.
Provides direction, guidance, and assistance in the program area(s) to internal and external customers.
Develop, maintain, and coordinate memorandums of understandings that help support our sector base strategies, program development and community collaborations.
Develops and implements techniques for evaluating program activities; develops goals and objectives consistent with the agency strategic plan; tracks, analyzes, and reports the performance of the Business Services Group; identifies trends, problems/issues, and recommends solutions; provides technical assistance; reports on progress toward performance targets.
Provides monthly performance analysis to both internal and external partners.
Coordinates and reports Contractors BSU strategies and services to employers, as appropriate.
Reports LMI services/presentations provided monthly by the business service team.
Coordinates and reports on job fairs, initiated by Contractors, and results to include number of employers and job seekers attending; analyzes results and recommends changes for future job fairs.
Reviews and monitors performance of Business Service departments.
Assists in outreach, marketing and dissemination of program materials and information related to special events, job fairs, and employer roundtables.
Contribute to and facilitate updates to the website and social media marketing with content, program highlights and initiatives.

Perform Equal Opportunity Officer Functions Include, but are not limited to, the following:
Assist the EO Officer for the Board and Boards liaison with the state WIOA EO Officer and DOLs Civil Rights Center.
Monitor and reviews the Boards activities, and the activities of those entities that receive WIOA Title I funds from the Board, annually by December 31, to ensure the Board and its subrecipients do not violate nondiscrimination and EO obligations under WIOA Title I, 504 of the Rehabilitation Act of 1973, or their implementing regulations.
Reviews the Boards written policies to ensure that the policies are nondiscriminatory.
Develops and publishes the Boards procedures for processing discrimination complaints under 38.7238.73; makes available to the public, in appropriate languages and formats, the procedures for filing a complaint; ensures that the procedures are followed; and, as necessary, confers with the state WIOA EO officer on received complaints.
Reports EO matters directly to the appropriate official, including, but not limited to, the Board executive director or state WIOA EO officer.
Assist in the conducting of outreach and education on equal opportunity and nondiscrimination requirements consistent with 38.40, which states that efforts should include, but are not limited to, advertising the recipients programs and/or activities as per TWC guidance, such as newspapers or radio programs, that specifically target various populations; sending notices about openings in the recipients programs and/or activities to schools or community service groups that serve various populations; and consulting with appropriate community service groups about ways in which the recipient may improve its outreach and service to various populations.
Assist in the outreach and education on how an individual may file a complaint consistent with 38.69.
Attends training at the Boards expense to maintain competency.
Collaborates with the state WIOA EO officer when a complainant selects alternative dispute resolution as the method resolving a complaint.

EDUCATION and/or EXPERIENCE
Bachelors degree from an accredited college or university is required.
Minimum of five (5) years of experience working in community-based settings with underserved and/or vulnerable populations.
Minimum of five (5) years of experience in collective impact or other coalition-building initiatives within the Alamo region.
Established partnerships with non-profit organizations, elected officials, and key community stakeholders at the local, state, and national levels.

OTHER QUALIFICATIONS
Must be legally eligible to work in the United States.
Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
