Position Description:
GENERAL DESCRIPTION
Under the direction of the Director of Ready to Work, The Community Initiatives Manager performs complex program management activities and supports strategic operations and planning. Work involves assisting with the development of the organizations efforts by successfully implementing local community initiatives and programs and supporting strategic partnerships. The Community Initiatives Manager will be expected to attend all program meetings, planning sessions and relevant community events for the purpose of ensuring WSA is engaged and represented. CIM will be responsible for working with Programs staff and Contractor staff to develop and incorporate strategies that contribute to the successful implementation of WSA operations. CIM will need to fully understand all WSA programs and grants and ensure that the organization is allocating resources to serve the community efficiently and effectively. CIM will be responsible for responding to all partner and subgrantee requests for information, services, or support in a timely manner and will collaborate closely with the Director of Ready to Work to develop strategies to innovate and improve practices related to successfully implementing programs and initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Consultation
  • Provides consultative and technical assistance services to agency contractors and service providers for workforce programs and operations.
  • Creates presentations and provides updated program information for Workforce Board committees and full Board of Directors.
  • Supports the development and integration of new methods and procedures.
Program Coordination
  • Supports the review of organizational systems and procedures and develops recommendations for better aligning and utilizing people, resources, systems, and processes to achieve better integration, continuous improvement, and support of organizational goals and priorities.
  • Collects, organizes, analyzes, and prepares data materials in response to requests for program information and reports.
  • Supports the design, development and implementation of special projects and initiatives.
  • Supports the regular convening of meetings and confers with Board and Contractor staff to discuss issues, updates, to coordinate activities, and resolve problems.
  • Consults with other agency managers and agency contractors involved in the program to identify/resolve problems, identify training needs, and discuss program effectiveness.
  • Identifies the need for and proposes opportunities to implement new programs.
  • Determines trends and collaborates closely with the Director, Ready to Work to resolve operational problems, contractor performance, and funding obligations.
  • Develops, aligns, monitors, and evaluates program policies, procedures, manuals, standards, and plans in accordance with program objectives and goals.
  • May support research as directed.
  • May support special projects as they contribute to the implementation of programs.
  • May represent the agency at business meetings, conferences, community meetings, etc.

Collaboration:
  • Actively builds cross-team collaboration with other workforce program managers and Strategic Community Partnership Manager, to promote the strengthening of programs and initiatives.
  • Identifies opportunities for strengthening cross functional collaboration between programs
  • Identifies and proposes ways to streamline integration between programs to maximize funding and services to customers.
  • Reviews and proposes opportunities for outside partnerships that directly strengthen the implementation of programs and initiatives and contribute to the goals of WSA
Program Compliance
  • Ensures compliance with program policies and procedures, statutes, and rules and takes corrective action(s) as needed.
  • Develops regular productivity and performance reports and studies to contribute to the improvement of agency operations.
Program Evaluation
  • Supports the implementation of effective techniques for evaluating agency programs.
  • Supports the review of required performance reports and recommends appropriate changes and actions to improve contractor performance.
  • Supports the review of studies and analyses of operations/problems and the preparation of reports of findings and recommendations.
  • Extracts data reports and works with for analysis with WSA contractors, subgrantees and strategic partnerships
SUPERVISORY RESPONSIBILITIES
The Community Initiatives Manager may have a direct report base on the needs of the organization.

KNOWLEDGE, SKILLS, and ABILITIES
  • Strong knowledge of local community and key partners currently in place.
  • Highly developed, demonstrable communications (oral and written) and presentation skills.
  • Bilingual in Spanish and English preferred; proficiency in reading, writing, and speaking. Proven analytical and problem-solving skills.
  • Ability to work in a complex work environment, managing multiple tasks.
  • Working knowledge of workforce programs and associated laws, rules, and regulations preferred.
EDUCATION and/or EXPERIENCE
Bachelors degree from an accredited college or university in Business Administration, or related field preferred. Minimum three (3) years experience in community-based partnerships and /or managing grant-based programs. Eight (8) years of experience may be substituted for a degree.

OTHER QUALIFICATIONS
  • Must be legally eligible to work in the United States.
  • Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
