The Opportunity
The Department of Health (DOH) works to protect and improve the health of people in Washington State. Within the Division of Environmental Public Health (EPH), the Office of Environmental Public Health Sciences (OEPHS) ensures programs are grounded in sound science.
We’re seeking an Engagement Supervisor to lead the Environmental Health Disparities (EHD) Map Engagement and HEAL Interagency Workgroup teams. This role supports the statutory mandates of the HEAL Act (RCW 70A.02) and the Environmental Health Disparities Map (RCW 43.70.815) by engaging communities, honoring Tribal commitments, and coordinating interagency work on environmental justice.
Key Responsibilities
- Lead and supervise the EHD Map Engagement and HEAL Interagency Workgroup teams.
- Oversee engagement efforts with representatives of overburdened communities and vulnerable populations statewide to inform the EHD Map.
- Follow through on commitments made through Tribal Consultation and support respectful and meaningful Tribal relations.
- Staff and coordinate the interagency HEAL Workgroup, including supporting guidance development, performance monitoring, and issue elevation to the Environmental Justice Council.

Expectations and Responsibilities
- Provide clear leadership, direction, and support to staff.
- Recruit, hire, and develop team members; create succession plans and complete required performance documents.
- Plan and organize teamwork; apply agency policies and collective bargaining agreements appropriately.
- Review content and quality of work and deliver timely, constructive feedback.
- Ensure the production of accurate, timely, and inclusive reports and resources.
- Address performance issues promptly while keeping leadership informed of significant concerns.
- Build an inclusive team culture where staff feel valued, supported, and able to grow.
- Maintain strong communication with upper management on partner interactions and emerging issues and engagement challenges.
- Ensure work products are accurate, equitable, and—when needed—developed in partnership with Tribes, overburdened communities, and vulnerable populations.

The ideal candidate brings strong leadership skills, a commitment to equity, and experience working with diverse communities. They can balance multiple priorities in a complex environment, build positive relationships across agencies and communities, and uphold the intent and values of the HEAL Act. They demonstrate cultural humility, sound judgment, and the ability to lead teams in producing high-quality, scientifically defensible work.
Location and Flexibility
We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.
REQUIRED QUALIFICATIONS

Option 1: Six (6) years of professional or lived experience:
- Leading teams or successfully managing large, multifaceted projects, including at least one (1) year of supervisory experience;
- Working directly with tribal governments and/or organizations, diverse communities and/or community-based organizations on environmental, climate, or social justice initiatives to help identify and address health disparities;
- Convening, facilitating, and expertly managing large groups or meetings of people from diverse backgrounds who hold different levels of understanding, perspective, and/or capacity;
- Analyzing policy for public health equity or environmental justice impacts, assessing impacts, proposing and/or implementing mitigations; and
- Developing relationships to engage colleagues, tribal governments or organizations, and/or communities to develop interventions, changes, and/or solutions.
Option 2: Bachelor’s degree from college or university (including tribal colleges) in environmental planning, policy, or law; American Indian studies, ethnic studies, tribal administration and governance, social work, health promotion and communications, public administration with an environmental emphasis, program administration or management, or a related field AND three (3) years of experience:
- Leading teams or successfully managing large, multifaceted projects, including at least one (1) year of supervisory experience;
- Working directly with tribal governments and/or organizations, diverse communities and/or community-based organizations on environmental, climate, or social justice initiatives to help identify and address health disparities;
- Convening, facilitating, and expertly managing large groups or meetings of people from diverse backgrounds who hold different levels of understanding, perspective, and/or capacity;
- Analyzing policy for public health equity or environmental justice impacts, assessing impacts, proposing and/or implementing mitigations; and
- Developing relationships to engage colleagues, tribal governments or organizations, and/or communities to develop interventions, changes, and/or solutions.
Option 3: Master’s degree from college or university (including tribal colleges) in environmental planning, policy, or law; American Indian studies, ethnic studies, tribal administration and governance, social work, health promotion and communications, public administration with an environmental emphasis, program administration or management, or a related field AND two (2) years of experience:
- Leading teams or successfully managing large, multifaceted projects, including at least one (1) year of supervisory experience;

Preferred/Desired Knowledge, Skills, Abilities, and Experience:
- Experience working in environmental public health or environmental/social justice.
Experience developing strong working relationships with internal and external partners and organizations.
Strong written and verbal communication skills, including facilitation, negotiation, and meeting management. - Experience working with data or data experts in ways that uplift the validity of qualitative data and protect tribal data sovereignty, consent, and community data ownership.
Commitment to diversity, equity, environmental justice, and centering communities in work and decision-making. - Proficient at reading, writing, and speaking in Spanish.

Conditions of Employment:
This position does not have union representation and is not covered by a Collective Bargaining Agreement (CBA).
