Summary:
The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.
Responsible for conducting in-depth research on grant programs, providing essential support to ensure seamless management of grant applications, awards, and related software. The role involves coordinating cross-departmental assessments to prioritize tribal development needs across crucial areas such as culture, education, social services, economic development, environmental, capital development and health.
Essential Responsibilities and Duties:
- Conduct in-depth research on federal, state, tribal, and private grant opportunities. Summarize findings, including eligibility, deadlines, and requirements, and present them to the Grants Director and relevant tribal departments. Ensure that all findings align with tribal strategic goals.
- Collaborate closely with the Grants Director, Project Managers, and Compliance Officers to ensure that all grant-related tasks, from applications to post-award reporting, are completed accurately and on time. Act as a liaison between departments to ensure smooth execution of grant-funded projects.
- Develop and maintain a comprehensive grant management system that tracks all application deadlines, ongoing applications, continuation submissions, and reporting obligations. Implement a system for monitoring grant statuses and document reasons for pursuing or not pursuing specific opportunities.
- Establish and manage an organized filing system for all grant proposals, awards, and feedback. Ensure that all required documentation is stored in compliance with tribal and grantor requirements and track non-awarded grants to refine future applications based on reviewer feedback.
- Continuously monitor and update information on funding opportunities from agencies like the BIA, IHS, Administration for Children & Families, and other federal, state, and private entities. Share relevant updates with the Grants Director and department heads as new opportunities arise.
- Organize and lead cross-departmental meetings with tribal leadership, department heads, and external agencies to identify project funding priorities. Facilitate discussion on potential projects and matching funding sources, ensuring alignment with tribal objectives.
- Actively assist in drafting, reviewing, and proofreading grant applications in collaboration with the Grant Director and other stakeholders. Ensure compliance with all submission requirements, including budgets, supporting documents, and narratives, before the final submission.
- Oversee and maintain the grant management software, ensuring all application materials, reports, and updates are accurately uploaded and tracked. Provide training to other staff on the effective use of the software and troubleshoot any system-related issues.
- Lead training sessions for staff on how to effectively use the grant management software and assist with capacity-building initiatives to improve overall grant management processes across departments.
- Contribute actively to the writing, submission, and post-award reporting of grants. Ensure compliance with funders’ guidelines and provide detailed reports to the Grants Director on the status of current applications and award results.
- Demonstrate flexibility and a strong team-oriented approach by collaborating with multiple departments and external agencies. Adapt to shifting priorities as new grant opportunities or tribal priorities arise.
- Attend all relevant grant-related meetings, including tribal council discussions and external funding agencies' briefings. Prepare agendas, document meeting minutes, and ensure timely distribution to all relevant stakeholders. Follow up on action items resulting from these meetings.
- Serve as a backup for compliance management tasks, including assisting with financial reporting, accounts payable processes, and ensuring that all grant expenditures align with funders’ requirements. Assist the Grants Director with Financial post award grant management and compliance through the utilizing PTN Finance software and entering R&E financial inputs into the Grants Management software.
- Meticulously tracks all internal grant logistics and develops monthly and quarterly reports for Tribal Council review.
- Other duties as assigned.

This position does not have any supervisory authority.

Qualifications:
Minimum:
- Associate’s Degree in Business Administration, Public Administration, Finance, or a related field, or equivalent combination of experience and education
- At least two years of experience in grant research, writing, or management, preferably in a tribal, federal, or nonprofit organization.
- At least two years of experience with data entry, grant management software, or project management systems.
- Computer proficiency in Microsoft Word, Excel, and PowerPoint programs.
- Strong written and oral communication skills with experience in writing and editing grant proposals, reports, and correspondence.
- Valid driver’s license and be insurable.
- Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
- Able and willing to travel, including for site visits, funding agency meetings, and community outreach related to grant-funded projects.
- Proven ability to work effectively in cross-functional teams, with shifting priorities, in a dynamic environment.
- Demonstrated ability to manage multiple projects with competing deadlines, while maintaining accuracy and compliance with grant requirements.
Preferred:
- Bachelor’s Degree in a relevant field such as Grants Management, Business Administration, Public Administration, or a related area.
- Knowledge of tribal sovereignty, tribal governance structures, and the unique funding opportunities available to Native American communities.
- At least three years of experience in grant research, writing, and coordination in a tribal setting or Native American organization.
- Experience presenting information to internal and external stakeholders, including tribal leadership, funding agencies, and community members.
- Three or more years of experience working with Native American communities or tribal governments, and familiarity with Public Law 93-638 and the Indian Health Service and Bureau of Indian Affairs grant processes.
- Grant Writing Certification
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
