Position Overview:
Reporting to the Secretary for Compliance and Title VI Coordinator, the Deputy Title VI Coordinator and Case Manager will assist in ensuring Harvard University's compliance with federal, state, and local non-discrimination laws, with a focus on Title VI.
Working within Harvard's Office for Community Conduct (OCC), the Deputy Title VI Coordinator and Case Manager will be responsible for providing consultation on claims of discrimination raised under Harvard University's Non-Discrimination and Anti-Bullying Policies (hereinafter NDAB), including shared ancestry discrimination and other protected statuses set forth in the NDAB. In light of the uptick in complaints raising allegations of antisemitism, the Deputy Title VI Coordinator and Case Manager should have an understanding of antisemitism and its manifestations.

Position Description
Core Responsibilities:
Case Management
- Working closely with Local Designated Resources to manage and resolve cases raising claims of discrimination raised under the NDAB Policies, including via informal resolution and formal investigative processes.
- Consulting with "Local Designated Resources" on all complaints of antisemitism and other forms of shared ancestry discrimination.
- Assisting in the maintenance of comprehensive and confidential records of inquiries, complaints, investigations, and resolutions.
Policy and Compliance
- Serving as a community resource for general policy guidance and assistance with procedures, including case intake and case review.
- Advising University partners on risks, trends, and best practices related to Title VI compliance.
Training and Education
- Promoting awareness of NDAB policies, reporting procedures, and resources available to the University community.
- Assisting with development and dissemination of training, education, and related resource materials on Title VI rights and responsibilities for the campus community.
- Partnering with the Office for Gender Equity's Prevention Team to develop and implement data driven strategies for improving culture and climate on campus.
Data Analysis and Reporting
- Supervising the preparation of an annual report on Harvard's response to complaints under the NDAB Policies, including complaints of antisemitism and other forms of shared ancestry discrimination.
- Monitoring system of records for trends pertaining to hostile environment under Title VI.
Basic Qualifications
Candidates MUST meet the following basic qualifications to be considered for this role:
- J.D. required
- At least 5 years of experience in civil rights compliance, human resources investigations, or related work.
- At least 3 years of experience working on matters involving Title VI of the Civil Rights Act of 1964. Such experience should demonstrate comprehensive knowledge of Title VI, including Title VI's protections for individuals who face discrimination on the basis of their actual or perceived shared ancestry or ethnic characteristics, or citizenship or residency in a country with a dominant religion or distinct religious identity.
Additional Qualifications and Skills
- Mediation or other similar forms of alternative dispute resolution training and experience required.
- Strong analytical, investigative, and conflict-resolution skills.
- Ability to efficiently manage a caseload of multiple Title VI-related reports and complaints.
- Excellent interpersonal and communication skills, including the ability to communicate confidential and difficult information, to demonstrate compassion when interacting with Harvard community members, and the ability to work effectively with diverse groups.
- Ability to build relationships and establish collaborative partnerships across the University.
- Demonstrated ability to maintain confidentiality and exercise sound judgment in sensitive situations.
- Experience in higher education or a similar institutional setting.
- Familiarity with other federal and state non-discrimination laws.
