On-Site Engineer Role Definition and QualificationsProvides on-site representation, to facilitate information exchange and timely responses supporting owner, contactor, project team, and others performing work on the project. Responsible for removing roadblocks in the RFI, submittal and change management, establishing clear lines of communication, facilitating collaborative efforts to prioritize project deliverables in support of the construction schedule, and improving administrative processes to support project needs, while maintaining consistency with owner's program-Qualifications include a secondary degree (i.e. bachelor's, master's, doctorate) in engineering and a minimum of 10 years' experience on large construction projects or 5 years' experience on hyperscale data centers.

Driver’s License Requirement:For roles that require on-site presence or travel between work locations as an essential function of the position, candidates must possess and maintain a valid driver’s license appropriate for the role and be eligible to operate a motor vehicle in accordance with applicable laws.
Communication Skills:Demonstrated ability to communicate effectively in a professional work environment, including preparing written reports and documentation, conveying information clearly to team members, clients, and stakeholders, and responding appropriately to verbal and written communications related to job duties.
Physical Requirements and Work EnvironmentThis position operates primarily in an active data center construction environment, encompassing both indoor and outdoor work settings. The role requires the physical ability to perform essential job functions safely and effectively in a dynamic environment that includes ongoing construction activity and evolving site conditions.
The work environment includes areas and temporary structures owned, leased, or controlled by third parties over which Overwatch may have limited or no control. Because the project remains under construction, certain areas of the site — including access routes, staging zones, and temporary structures — may not yet be fully ADA-compliant until construction is complete or those third-party areas are finalized.
Physical Requirements:
Work Environment:Work is performed primarily in and around active construction areas, which may include unfinished buildings, temporary field offices, staging areas, and partially completed infrastructure. These locations may contain uneven surfaces, limited accessibility, and other conditions typical of construction projects prior to final completion. Overwatch does not control and cannot modify accessibility conditions within areas, facilities, or temporary structures owned or managed by third parties.

Responsibilities
- The On-Site engineer will act as the primary on-site representative for the client to facilitate information flow from the construction team to the team's A/E design team.
- The On-Site engineer will support Owner, Contractor, Project Team, and others performing Work on the Project.
- The On-Site engineer will coordinate the team and its Consultants’ construction phase Services and be present at the Project Site 100% of the time.
- The On-Site engineer must expedite and facilitate determination of design changes (including for civil, structural, architectural, and MEP disciplines), have the ability to influence internal and external Stakeholders, build the on-Site relationships and communication paths necessary to execute the team's responsibilities, and will be the single point of communication for all of Professional’s Services and Deliverables during the construction phase.
- The roles and responsibilities of this position do not replace any of the Construction Contractor’s responsibilities for coordination with the team's design team, for compliance with the Contract Documents, and other general requirements.
- The client will provide office with general provisions including internet access, cubicle space, access to conference room spaces when necessary for meetings, and other typical Site construction office facilities and infrastructure for the On-Site Engineer.
- The On-Site engineer will support Owner, Contractor and other’s performing Work on the Project by coordinating and facilitating the execution of the team's A/E construction administration obligations.
Other responsibilities include:
- Provide on-Site representation to facilitate information exchange and timely responses.
- Provide on-Site representation to review and observe the progress of the Work.
- Inform Owner in writing of the progress and quality of the Work.
- Protect Owner against any defects, deviations, or omissions in the progress and quality of the Work to the extent required to meet the client's contractual Standard of Care.
- To the extent required to meet the team's contractual Standard of Care, timely reporting of any construction methods, procedures, or safety issues that may be hazardous to persons or property on or adjoining the Site or may adversely impact the Project’s completion to Owner.
- Advise Owner promptly in writing of any acts, construction methods, omissions, or failures that Professional discovers and that may adversely impact the Project.
- Advise Owner promptly of any delays noted in the Work, confirming all such communications in writing.
- Provide technical assistance to Owner.
- Review the proposed construction schedule and advising Owner as to its reasonableness and providing, when requested by Owner, additional instructions that effectuate the design intent of the Construction Drawings (by means of Drawings or memoranda to Owner's design team for its review and use).
- Cooperate with Contractor in the preparation of all punch lists and advising when such lists are satisfactorily complete.
- Facilitate expedited response to design issues and RFIs encountered during the construction phase in a timely manner.
- Manage, coordinate and review Submittal, substitution and RFI responses (in conjunction with Professional’s Project Manager).
- Remove roadblocks in the processing of RFIs, Submittals and change management.
- Facilitate collaborative efforts to prioritize Project Deliverables in support of the construction schedule; and, Improve administrative processes to support Project needs, while maintaining consistency with Owner’s program.
- Facilitate resolution of design and engineering issues.
- Support and participate in design revisions, change management, and other document revisions as required (including due to field construction issues, RFIs, scope changes or other changes in the project documentation) to prevent impact to the construction schedule.
- Deliver to Owner weekly Site observation reports providing general input on construction progress and observed deficiencies and discrepancies. Such reports will include information on schedule, physical Work complete, reasons for delays, material supplies, 1-week, 3-week and 3-month look-ahead, design interfaces with Contractor's methods, interfaces between Contractor's temporary Work and the permanent Work.
- Facilitate BIM reviews, mock-up approvals, and other Site-specific duties of Professional.
- Attend and participate in meetings and coordinate attendance of Professional's personnel at meetings.
- Assist Professional's design team members when they are on Site, including advance scheduling and coordination with the Contractor.
- Strive for continuous improvement and address issues to eliminate recurring problems.

- Must be able to drive between job sites and access all areas of an active construction zone, including raised platforms, scaffolding, and confined spaces.
- Must be able to tolerate exposure to outdoor weather conditions, dust, and construction-related noise, vibrations, and odors.
- Must be able to communicate effectively with contractors, engineers, and site personnel, and maintain situational awareness in high-activity environments.
- Personal protective equipment (PPE), including hard hats, safety vests, hearing protection, and steel-toe boots, is required.
- Must have sufficient visual acuity to read drawings, specifications, and safety signage, and to observe site activity.
