DEPARTMENT: Finance & Business Affairs

REPORTS TO: VP of Finance

CLASSIFICATION: Staff-12 months

STANDARD WORK HOURS: 37.5 hours per week

JOB SUMMARY:

The Associate Vice President of Capital Planning & Facilities Management reports directly to the President and provides strategic leadership for all campus planning, design, construction, facilities operations, environmental health and safety, risk management, space planning, grounds, and capital budgeting functions. This position is responsible for developing and executing the University’s comprehensive capital strategy, overseeing multimillion-dollar construction and renovation projects, ensuring the physical campus infrastructure supports the institution’s mission, and aligning all facilities-related functions with long-term institutional goals.

The Associate Vice President of Capital Planning & Facilities Management identifies and evaluates campus-wide capital renewal, deferred maintenance, and infrastructure needs, and collaborates with senior leadership to develop and prioritize major capital projects. This position manages the development and implementation of the University’s master plan, oversees regulatory compliance and life-safety programs, coordinates all state-funded plant renewal and replacement funds, and represents the institution in meetings with state, local, and federal agencies. The Associate Vice President of Capital Planning & Facilities Management also leads continuous improvement initiatives related to sustainability, energy conservation, space utilization, operational efficiency, and emergency preparedness.

ESSENTIAL JOB FUNCTIONS:

  • Provide executive leadership and strategic direction for all capital planning, facilities management, design, construction, campus infrastructure, risk management, environmental health and safety, and deferred maintenance activities.
  • Develop, oversee, and execute the University’s long-term capital strategy, including the Campus Master Plan, Six-Year Capital Plan, and Biennial Budget Request.
  • Lead the planning, prioritization, justification, and presentation of capital renewal and construction projects in alignment with University goals and state mandates.
  • Oversee all major construction and renovation projects from conceptual development through closeout, ensuring compliance with scope, budget, timeline, and regulatory requirements.
  • Collaborate with Executive Leadership, Deans, Budget and Planning, and external agencies to align capital priorities with institutional strategy and financial capacity.
  • Direct space planning efforts, including space optimization, allocation, utilization analysis, and policy development.
  • Manage negotiations and coordination with state, city, and county officials regarding zoning, land use, real estate transactions, infrastructure planning, and code compliance.
  • Ensure development, implementation, and ongoing improvement of campus-wide facilities operations, preventive maintenance programs, energy conservation initiatives, and infrastructure modernization.
  • Provide executive oversight of risk management, environmental health and safety, life safety compliance, and emergency response planning.
  • Lead the development of capital funding strategies, including state appropriations, grants, partnerships, and internal investment opportunities.
  • Establish policies, procedures, and performance standards for Facilities Management operations.
  • Oversee vendor, contractor, and consultant selection, contract management, and performance monitoring.
  • Develop and implement communication systems to keep the campus informed regarding facilities operations, construction impacts, and safety updates.
  • Serve on University planning, policy, and leadership committees as needed.
  • Provide executive-level guidance, coaching, and performance management to Facilities leadership and staff.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Extensive knowledge of capital planning, facilities management, construction management, project delivery methods, and campus master planning.
  • Advanced understanding of architectural, structural, mechanical, electrical, and building systems, including life-cycle costs and code requirements.
  • Strong leadership skills with the ability to manage large teams, multiple functional areas, and complex capital portfolios.
  • Demonstrated experience overseeing multimillion-dollar construction projects and capital budgets.
  • Ability to analyze long-term infrastructure needs and develop strategic, financially responsible plans.
  • Strong problem-solving skills with the ability to interpret data, evaluate risks, and develop integrated solutions.
  • Knowledge of federal, state, and local regulations related to construction, building codes, procurement, risk management, environmental and life safety compliance.
  • Exceptional communication, negotiation, and interpersonal skills, with the ability to work effectively with diverse internal and external stakeholders.
  • Ability to manage change in a complex organization and lead continuous improvement initiatives.
  • Proficiency in facilities management systems, project management tools, and enterprise planning software.
  • Ability to prepare financial analyses, budget projections, and capital justification reports.
  • Strong organizational skills and the ability to set priorities, manage competing demands, and meet deadlines.
  • Ability to conduct inspections of buildings, construction sites, and mechanical systems as needed.

SUPERVISORY RESPONSIBILITY:

  • This position does have supervisory responsibility.

OTHER DUTIES:

  • The position will conduct other duties as required.

QUALIFICATIONS:

  • Bachelor’s degree in Engineering, Business Administration or Architecture.
  • Minimum of 7 years of directly related experience including experience in managing multiple functions is required.
  • Proven experience managing multiple functions and large capital projects.
  • Preferred: Master’s degree, licensed Professional Engineer (PE) or Registered Architect, and experience with campus master planning.

WORKING CONDITIONS:

  • Work is normally performed in a typical interior/office work environment.
  • No or very limited physical effort required.
  • No or very limited exposure to physical risk.
