Salary Range: $52.42 - $95.00
Position Responsibilities:
• Manage BlackSea Internal Research and Development (IRAD) portfolio – track projects, expenditures, schedules, risks, and inform Strategic Plan prioritization
• Develop and own the BlackSea product portfolio, including legacy MAPC technology solutions – build and manage the repository of product data and marketing collateral
• Scout and qualify DoD business opportunities by monitoring budget artifacts, acquisition documents, and program announcements
• Match BlackSea product catalog to customer opportunities and identify technical gaps
• Lead capture planning and proposal development including win strategies and competitive analysis and technical writing
• Manage internal BlackSea BET board process – prepare materials, present opportunities, and track decisions
• Maintain product collateral library and develop scout cards for executive decision-making
• Build relationships with government program offices and end users
• Support Product Managers (50% time) on coordination, documentation, customer engagement, and launches
This position is expected to be 100% onsite.
Requirements:Basic Qualifications (Required Skills/Experience):
• Bachelor's degree in Engineering (Naval Architecture, Ocean Engineering, Mechanical Engineering, System Engineering or related technical field)
• 5+ years of technical project management experience including personnel supervision, schedule management, and stakeholder coordination
• Demonstrated ability to manage complex technical projects in high-tempo, compliance-driven environments
• Strong analytical and problem-solving skills with proven track record of data-driven decision making
• Experience coordinating across technical, operational, and executive stakeholders with diverse priorities
• Proven ability to learn complex technical systems quickly and translate technical concepts for diverse audiences
• Excellent written and verbal communication skills – ability to develop course materials, technical documentation, and executive briefings
• Experience managing teams and training personnel on technical procedures and processes
• Strong organizational skills with attention to detail and ability to maintain rigorous documentation standards
• Active DoD Secret clearance required (Top Secret/SCI highly preferred)
Preferred Qualifications (Desired Skills/Experience):
• Master's degree in Engineering and Professional Engineer (PE) license
• Defense acquisition and requirements development experience
• Naval or maritime systems background
• Autonomous maritime systems or unmanned vehicle knowledge
• Defense business development or proposal development experience
Typical Education/Experience:
Education/experience typically acquired through engineering education (Bachelor's required, Master's preferred) and 5-10 years technical project management or defense program experience. PE license and naval/maritime background strongly preferred.
