About This Position

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a PMO Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Essential Duties & Job Functions:

  • Lead SEA 05 IT Portfolio Management (PfM) functions supporting enterprise information systems compliance, application portfolio reduction, strategic portfolio planning, and program execution initiatives across multiple programs and organizations.
  • Oversee compliance with SECNAVINST 5230.14, Defense Business Systems requirements, DON EAIS reviews, FISMA requirements, and portfolio governance across assigned functional areas to ensure alignment with NAVSEA, DON, and DoD policy.
  • Direct management of information system registration, validation, adjudication, and portfolio oversight within DITPR-DON, DADMS, PBIS-IT, DON EAIS, and other required systems of record.
  • Lead validation of PBIS-IT budget submissions, NC-36 requirements, ITPR submissions, procurement actions, and software retention justifications to support proper resource planning and executive decision-making.
  • Analyze and provide recommendations for IT portfolio reduction, software consolidation, application assignment, enterprise-wide business impacts, and portfolio optimization efforts supporting NAVSEA leadership decisions.
  • Evaluate conflicts, discrepancies, and portfolio issues within ISF tools, DADMS, and DITPR-DON databases while providing resolution strategies, corrective actions, and executive recommendations.
  • Assist the SEA 05 PFO and PMO with program and project planning oversight, including review of Task Planning Sheets, Budget Submittals, POM issue papers, milestone schedules, Integrated Master Schedules (IMS), acquisition plans, and installation program charts.
  • Monitor and assess program plans for compliance with applicable DoD, DON, FMB, and SEA 01 policy guidance while recommending updates, process improvements, and corrective actions where appropriate.
  • Support program budget review and coordination activities for President’s Budget, DON, and OSW budget estimates, including analysis of submissions for accuracy, completeness, content, and budget execution alignment.
  • Assist with tracking budget execution activities, RMIC efforts, assessable unit reviews, Statement of Assurance preparation, and program execution reporting supporting portfolio and organizational performance management.
  • Draft proposed responses, decision papers, executive briefings, and recommendations for DON CIO, Secretary of the Navy, Integrated Solutions Framework (ISF), DADMS, FISMA, and DITPR-DON data calls for SEA 05 consideration and decision.
  • Provide senior-level support to Functional Area Managers (FAMs), leadership, and portfolio stakeholders by guiding appeals, compliance reviews, progress reporting, portfolio strategy, and enterprise-wide portfolio management improvements.
  • Develop and recommend improvements to program management tools, reporting methods, portfolio metrics, performance tracking, and business processes that improve efficiency and mission support across SEA 05.
  • Perform related duties as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Applicants must meet one of the following minimum qualifications:
  • Highschool diploma or GED and more than twenty (20) years of relevant experience in business management or a related functional area; OR
  • Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in business management or a related functional area; OR
  • Master’s degree in a relevant field and ten (10) years of relevant experience in business management or a related functional area.

Preferred Experience

  • Experience assisting Program Managers in leading teams and supporting NAVSEA contracts.
  • Experience planning, directing, and coordinating contract operations.
  • Experience formulating policies, managing daily operations, and planning the use of materials and human resources.
  • Experience integrating General Administration, Business and Financial Management, and Strategic Planning support across multiple functional areas.
  • Experience supporting operational execution and long-range planning for complex government programs.

Required Certification

  • Project Management Certification.

Clearance

  • Must be a United States Citizen
