About the Position
The Office of the Insurance Commissioner (OIC) is seeking a motivated and service-oriented Functional Program Analyst 3 (FPA3) to join our Consumer Advocacy Unit within the Consumer Protection Division. This professional-level position plays a vital role in supporting OIC’s mission to protect consumers, the public interest, and the state’s economy through fair and efficient regulation of the insurance industry.
As an FPA3, you will serve on the front lines of consumer protection—independently investigating and resolving complaints against licensed insurance companies, educating the public about insurance rights and laws, and advocating for fair treatment of Washingtonians. This position staffs the agency’s Consumer Hotline, responds to inquiries from the public and industry, and provides direct assistance to consumers seeking help with insurance-related problems. You will also conduct professional-level research, evaluate insurance company practices, and help prepare complaints for potential enforcement actions when violations are identified.

This is a Washington General Service position. The monthly salary range for this position is $5,137.00 - $6,906.00.

The duties of the position include, but are not limited to:
- Staff the Consumer Hotline, responding to public inquiries about insurance issues and providing accurate, easy-to-understand information.
- Educate consumers, industry representatives, and the public about insurance laws, coverage, and complaint processes.
- Independently investigate and resolve consumer complaints against licensed insurance companies.
- Analyze insurance company responses to ensure compliance with applicable laws and regulations.
- Advocate for consumers when unfair practices or regulatory violations are identified.
- Draft and send clear, professional correspondence to insurers and consumers regarding complaint outcomes.
- Document all case activity in the agency’s database with complete, accurate, and timely notes and coding.
- Ensure cases are resolved within established timeframes and update supervisors on extended cases.
- Follow agency Quality Control Standards for phone, written, and in-person communication, case handling, and data entry.
- Prepare complaints for potential enforcement actions or market conduct review when violations are discovered.
- Support enforcement processes when requested by management or other divisions.
- Review and update assigned web content and publications, ensuring materials are accessible and follow agency style and plain language standards.
- Participate in outreach activities and speak to internal or external audiences on insurance-related topics.

Required Qualifications:
Two (2) years of professional experience in one or more of the following areas:
- Ensuring compliance with governmental statutory and regulatory requirements
- Working as an investigator or negotiator handling consumer or contract-related issues
- Professional work in one or more lines of insurance (e.g., property, casualty, life, health)
A Bachelor's degree in business administration, public administration, social work, or a closely related field from an accredited institution may substitute year-for-year for professional work experience.
- Degrees must be from institutions recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or the foreign equivalent (with credential evaluation).
Required Knowledge, Skills, and Abilities
- Basic proficiency in Microsoft Word and Outlook
- Demonstrated ability to deliver high-quality work in a fast-paced environment
- Excellent customer service skills, with proven success advising and referring consumers on questions and complaints
- Ability to understand and evaluate business structures and operational needs
Preferred/Desired Qualifications:
- Demonstrated experience collecting data, conducting quantitative and/or qualitative research and analyzing results to make an informed decision or conclusion.
- Intermediate-level experience using Microsoft word or Outlook.
- Familiarity with state and federal insurance laws and policies.
- Fluent verbal communication skills in Spanish, Korean, Russin, Vietnamese, Mandarin, or Cantonese, with the ability to score “Advanced Mid-skill level” on the oral proficiency assessment by the American Council for the Testing of Foreign languages.
