The Office of Financial Management (OFM)serves as the backbone of Washington state government. Our mission is to make our state a better place by connecting people, budgets, policies, data, and systems for state agencies and the Legislature. Our team includes budget advisors, researchers, and other experts, all dedicated public servants working towards an equitable future for every Washingtonian.

If you want to play a key role in enhancing how state government serves its citizens, you’ve found the right place. Join us in making a meaningful difference for every Washingtonian!

The job opportunity
If you get excited about large-scale technology transformation, improving government systems, and ensuring the quality of solutions that impact millions, then this is the role for you.

As a Testing & Quality Assurance Analyst, you will play a key role in the One Washington (OneWa) program—an ambitious, statewide Initiative to modernize Washington’s financial, procurement, budget, and human capital management systems through the implementation of a new Enterprise Resource Planning (ERP) solution.

In this role, you'll lead critical testing efforts across multiple state agencies, ensuring systems and business processes function as intended. You'll support agency partners in planning and executing test strategies, while applying project management principles to coordinate testing activities that directly impact the success of this transformative program. If you're passionate about quality assurance, large-scale system implementation, and making a difference through public service, we want to hear from you!

This role is ideal for someone who is proactive and detail-oriented with strong experience in software quality assurance, test planning, and enterprise systems. You’ll bring proven success by coordinating complex testing projects, excellent communication and collaboration skills, and a solid understanding of ERP systems and business process testing. Let’s build the future of government operations—together.

*This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If required on-site, then your supervisor will do their best to make every effort to notify you at least 1 week in advance, with the exception of emergency/urgent situations. The default assigned work location of all One Washington project positions – both on-site and telework eligible positions – is within the State of Washington, *specifically at one of our two duty stations based in Olympia.

One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance, procurement, budget, HR, and payroll processes, utilizing Workday technology. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, all project positions are full-time, and we offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to regularly work beyond the typical 40-hour work week to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What you’ll work on:

In this role, you’ll support state agencies through quality assurance efforts tied to the new ERP system, helping them meet critical testing timelines and navigate change. You’ll coordinate cross-agency testers, foster collaboration, and apply your expertise in project management and testing to develop clear strategies and plans. With strong communication and problem-solving skills, you’ll guide agencies through legacy system testing, ensure readiness for ERP integration, and help teams build the knowledge they need to test confidently and effectively.

This includes:

  • Coordinate the quality assurance work efforts for the program by coordinating testing activities for a complex ERP system and any future changes.
  • Partner with agencies as they plan remediation of legacy systems to develop testing strategies and plans; ensure readiness for end-to-end validation with One Washington.
  • Coordinate testing tasks within each of the Technology Workstreams, including Integrations, Conversions, and Reporting.
  • Analyze business requirements, user stories, and design documents for completeness and testability.
  • Ensure the developed testing solution meets functional and non-functional requirements.
  • Apply and implement automated Testing / QA tools and technologies.
  • Analyze potential risks and elevate them as appropriate to other areas of the Project Management Team and key stakeholders; develop contingency plans to mitigate risk.
  • Ensure adequate project documentation is created and maintained, outlining all aspects of the project and associated tasks for testing.
