Job Description

This position is responsible for rental housing life safety code inspection, code enforcement, rental housing inspection and rental housing health inspection and enforcement. Incumbent also serves as appointed Assistant Town Health Officer pursuant to NH RSA:128.
  • Administers annual rental housing inspection program and certification of rental housing permits.
  • Conducts rental housing inspections, re-inspections, and investigations in coordination with the Town Building Inspector and as assigned by the Director of Planning, Zoning and Codes.
  • Actively monitors property exteriors to ensure compliance with solid waste ordinance and appropriate property maintenance.
  • Closely collaborates with rental property owners and tenants to ensure ongoing rental housing education related to tenant rights and responsibilities, landlord obligations and rental housing safety.
  • Serves as Assistant Town Health Officer pursuant to NH RSA:128 upon recommendation of the Selectboard and appointment by the NH Commissioner of Health and Human Services.

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work and completion of a bachelor’s degree, plus one to three years of experience in a similar role; or the equivalent combination of education and experience sufficient to understand and successfully perform all major job duties.
  • Possession of or ability to obtain NFPA or ICC inspector certification within one year of hire.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of New Hampshire for the type of vehicle or equipment operated.

  • Knowledge of life safety, rental housing, and public health codes and standards.
  • Knowledge of fire prevention and safety principles.
  • Knowledge of state and local public health laws, rules, and ordinances.
  • Skill in conducting required inspections.
  • Skill in researching, analyzing, and applying appropriate codes and ordinances.
  • Skill in preparing and maintaining accurate reports, records, and files.
  • Skill in reading maps, blueprints, plans, specifications, and other construction documents.
  • Ability to establish and maintain harmonious and collaborative professional relationships with co-workers and other Town employees and representatives, including but not limited to Hanover Fire Department leaders and employees.
