ICMS is looking for an experienced Manager with demonstrated knowledge of all facets of facility management to support our customer base. The successful candidate will be responsible for the planning, management, execution, and oversight of facilities-related contracts. This role drives facilities modernization initiatives, operations and maintenance (O&M) programs, renovations, and infrastructure improvements while ensuring compliance with federal regulations, contract requirements, and company objectives. The position serves as a key liaison between onsite management, corporate leadership, government stakeholders, subcontractors, and vendors to ensure projects are delivered on time, within budget, and in compliance with all applicable regulations. The ideal candidate possesses strong expertise in facilities operations and maintenance, project management, federal contracting, and business development within a federal contracting environment.
The Manager will also be responsible for monitoring purchasing of supplies and materials, technical writing/ modification of plans such as Environmental Health and Safety, Quality Assurance, Safety, Building Operations, and other contract/ site specific operational plans. The Manager will also support writing and development of proposals, requests for information (RFIs), and technical white papers. Responsibilities Include:
· Manage multiple concurrent projects while ensuring delivery on time and within budget.
· Conduct reviews, monitor progress, manage risks, and provide executive-level reporting.
· Manage federal contracts related to facilities, task orders, subcontracts, and vendor agreements.
· Support proposal development, pricing, technical, staffing plans, and transitions.
· Attend site surveys, inspections and routine visits with anticipated travel at 25-30%.
· Monitor contract deliverables, KPIs, SLAs, and reporting requirements.
· Serve as primary POC for contracting officers, CORs, and client stakeholders.
· Review service contracts for timely performance with minimal interference.
· Be the liaison with the onsite management personnel and corporate support functions.
· Support the quality assurance and safety compliance processes.
· Evaluates project staff, ensures adequate training related to requirements and duties
· Reviewing, refining and/or developing processes to facilitate efficient project execution.
· Reviews budgets and works with project staff to ensure cost controls and savings while maintaining quality and deliverables.
· Develop and implement preventive and corrective maintenance programs to ensure operational readiness, safety, and regulatory compliance.
· Ensure compliance with OSHA, federal standards, environmental regulations, and company policies.
· Coordinate emergency response planning, continuity of operations, and risk mitigation.
Requirements:- High School Diploma. BS in related field (Project Management, Construction, Business, Facility Management, Engineering) preferred.
- Must have the ability to obtain and/or maintain a federal security clearance
- A minimum of 3-5 years in a project management functional role, preferably in facilities.
- Demonstrated experience in facilities operations and maintenance (O&M).
- Strong knowledge of federal contracting environments and contract compliance.
- Experience in managing federal contracts, task orders, and subcontractors.
- Business development experience supporting federal opportunities
- Experience managing budgets, schedules, and multi-disciplinary teams.
- Ability to effectively communicate ideas and information in oral and written format.
- Experience with light renovation and construction a plus.
Required Knowledge, Skills & Abilities
- Strong knowledge of MEP systems and maintenance practices
- Ability to manage complex programs and multiple stakeholders simultaneously.
- Excellent leadership, communication, negotiation, and organizational skills.
- Strong analytical, financial, and problem-solving abilities.
- Proficiency with project management software, CMMS systems, and MS Office Suite.
- Ability to work effectively in fast-paced, mission-driven environments.
Preferred Certifications
- PMP (Project Management Professional)
- FMP, CFM, IFMA, or similar facilities certification
- OSHA 30
- LEED Accreditation
- DAWIA or FAC-P/PM certification preferred
Compensation: $125,000 - $130,000/annual
