In collaboration with the Chair of Emergency Medicine oversees the administrative direction, personnel management, budget preparation and monitoring for positive financial performance, and the coordination of emergency/behavioral health practices and procedures. Goals will target improvement in patient access/throughput, regulatory readiness, identified quality metrics, financial and human resources management. As a member of the nursing department’s senior leadership team, fosters excellence in Nursing Practice through the development of a professional practice environment as outlined in the ANA Scope and Standards for Nurse Administrators, the Massachusetts Nurse Practice Act, and the ANA Code of Ethics.
I. Major Responsibilities:
1. Oversees daily nursing operations of all emergency departments within the medical center.
2. Establishes an ongoing communication mechanism with patients, department staff, physicians, referring community healthcare organizations and EMS to achieve established outcomes.
3. Fosters collaborative relationships with all medical center stakeholders.
4. Collaborates with the Chair of Emergency Medicine as a champion for patient care, quality and the professional practice of nursing.
5. Participates in Medical Center and Nursing Leadership team discussions regarding strategic planning.
6. Fiduciary oversight for all departments.
7. Participates in the development of the capital budget to assure appropriate equipment and technology is available for safe patient care.
8. Collaborates with Emergency Medicine Operations to assure development, implementation and monitoring of Clinical Practice Guidelines.
9. Participates in the Department of Nursing performance improvement program and goals. Uses evidence based metrics to align patient outcomes with the organization’s goals and objectives.
10. Serves a coach/mentor in developing direct reports careers/personal goals.
11. Develops, implements, evaluates policies, programs and services consistent with the hospital’s mission.
12. Collaborates with Senior Directors and Nursing Professional Development for the development and implementation of emergency nursing educational and internship programs.
13. Conducts regular meetings with nurse managers and assures managers participate in Department of Nursing campus and medical center meetings.
Standard Management Level Responsibilities:
1. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.
2. In collaboration with the finance business partner, develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.
3. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
4. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation, and fosters the effective integration of efforts with system-wide initiatives.
5. Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
6. Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
7. Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
8. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.
9. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
10. Ensures adequate equipment and supplies for department.
11. Develops and maintains established departmental policies, procedures, and objectives.
12. Ensures compliance to all health and safety regulations and requirements.
13. Maintains, regular, reliable, and predictable attendance.
14. Performs similar or related duties as required or directed.

II. Position Qualifications:
License/Certification/Education:
Required:
1. Master’s degree in Nursing or related discipline.
2. RN licensure in the State of Massachusetts.
Experience/Skill:
Required:
1. Minimum of 8 years of progressive and directly relevant experience in the field of specialty.
2. Minimum of five years of nursing leadership experience within a hospital setting.
3. Proven leadership ability to motivate and lead staff.
4. Knowledge of Healthcare accounting techniques, cost/benefit comparisons, analysis of budget variances and staffing resources.
5. Ability to plan, organize, and evaluate programs and analyze fiscal data.
6. Must have excellent written and oral communication skills.
7. Working knowledge of computers, including spreadsheet and word processing software
Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.
Department-specific competencies and their measurements will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.

Work is considered sedentary. Position requires work indoors in a patient care environment.
