HR Recruiter

JOB SUMMARY

The HR Recruiter supports the recruitment and hiring of qualified candidates who embrace WhidbeyHealth's mission, vision, and values. Under the direction of the Manager, Talent & Workforce Compliance, this position partners with hiring managers and Human Resources team members to assist in implementing recruitment strategies that attract and retain top talent in addition to maintaining the contractor and student workforce, including onboarding, record management, and compliance processes.

The HR Recruiter is responsible for coordinating and supporting full-cycle recruitment activities including job postings, candidate sourcing, application review, interview coordination, candidate communication, offer preparation, pre-employment screening, onboarding, and recruitment marketing. The Recruiter serves as a resource to hiring managers, candidates, employees, and community partners while ensuring recruitment activities comply with organizational policies and applicable state and federal employment laws.

The position exercises sound judgment, maintains confidentiality, and contributes to creating a positive candidate and employee experience throughout the recruitment process.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:

  • Responsible for all facets of the recruitment process in assigned workforce areas including sourcing, screening, hiring and onboarding new hires.
  • Manages Contractors and Students, including onboarding, record management and clearance & compliance.
  • Consults with managers to review position requirements, develop job postings, identify sourcing strategies, review applications, coordinate interviews, and support hiring activities in accordance with organizational policies and applicable employment laws.
  • Serves as a point of contact for managers utilizing the Applicant Tracking System (ATS) and assists with system enhancements, workflow improvements, and troubleshooting.
  • Works collaboratively with managers and supervisors to support recruitment plans that address current staffing needs.
  • In partnership with Manager, participates in recruitment events including job fairs, career fairs, community outreach activities, and college recruiting efforts.
  • Assists with maintaining and updating recruitment-related content on the WhidbeyHealth careers website.
  • Works with managers and HR leadership to prepare job offers that align with organizational compensation practices, collective bargaining agreements, and policies.
  • Assists with the preparation and analysis of recruitment metrics and reports to support process improvement and workforce planning efforts.
  • Learns and applies effective sourcing and recruitment techniques consistent with healthcare industry best practices.
  • Assists with onboarding activities and new hire orientation as needed.
  • Ensures recruitment activities are conducted within approved budgets and established guidelines.
  • In collaboration with Manager and department leadership; reviews, researches, and updates job descriptions to ensure accuracy, regulatory compliance, and alignment with organizational needs and industry standards.
  • Maintains knowledge of credentialing requirements and assists with employment file audits and HRIS verification as assigned.
  • Provides guidance and collaboration to HR team members regarding recruitment and onboarding activities as assigned.

JOB KNOWLEDGE & QUALIFICATIONS

Education

  • Highest level of education completed, minimum high school diploma or equivalent required.
  • Associate's degree in Human Resources, Business Administration, Healthcare Administration, or a related field preferred.
  • Equivalent combinations of education and relevant experience may be considered.

Training and Experience

    • One (1) to five (5) years of recruitment, human resources, healthcare administration, or related experience required.
    • Previous healthcare recruitment experience preferred but not required.
    • Experience supporting hiring, onboarding, customer-facing activities, or administrative processes preferred.
    • Familiarity with applicant tracking systems (ATS), HRIS platforms, or recruitment software preferred.
    • Knowledge of recruitment methods including social media, networking, job boards, career fairs, and community outreach.
    • Strong interpersonal, communication, and relationship-building skills.
    • Ability to prioritize multiple tasks, meet deadlines, and maintain attention to detail.
    • Demonstrated ability to maintain confidentiality and exercise professional judgment.
    • Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and Teams.
    • Ability to collect, organize, and interpret basic recruitment data and reports.
    • Commitment to providing excellent customer service and a positive candidate experience.

Certificates, Licenses, Registrations

Preferred but not required:

    • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or recruitment-related certification.
