Job Description
GENERAL STATEMENT OF DUTIES:
Plans and direct the personnel and operational activities of the Health Center. Supports and advances unified campus approach to health, wellness, prevention and counseling. Provides episodic and primary care to Framingham State University students. Provides health education in relation to health maintenance, preventive health care and specific disease processes to students, including preventive and outreach programming for the campus community. Serves as a liaison with faculty, staff and community resources.

Reports to Assistant Vice President, Student Affairs
SUPERVISION EXERCISED:
Provides supervision to staff of the Health Center, including Administrative Assistant, Nurse Practitioners and contract employees which may include nurses, physicians, immunization compliance staff and/or other personnel as designated.
EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES:
Direct care:
- Evaluates and diagnoses students with episodic illnesses and provides appropriate treatment according to established protocols (40% of time).
Department management:
- Plans, develops and implements policies, procedures, protocols and objectives for Health Center.
- Collects, stores and uses patient records in accordance with state and federal laws and standards of professional ethics so that the highest level of patient confidentiality may be maintained and keeps clinical records. Manages student health record system for the department.
- Protects student record privacy in accordance with the Family Educational Rights and Privacy Act (FERPA).
- Maintains Health Center data, conducts studies, research and assessment activities. Prepares reports as requested by Dean of Students staff such as caseload statistics, and volume/scope activity of Health Center. Conducts studies of issues as necessary/useful to the Health Center and/or University.
- Prepares and manages the Health Services budget.
- Manages student immunization compliance in accordance with state laws and regulations.
- Student Health Insurance: Works with members of the Framingham State University administration and state system staff to provide input with regard to student health needs related to the student health insurance program. Answers questions from the FSU community related to the student health Insurance program.
- Is responsible for upholding federal, state and local laws. This position is accountable for ensuring that equal opportunity, inclusion, and equity are integrally tied to all actions and decisions in areas of responsibility.
Staff recruitment and supervision:
- Recruits, selects, orients, supervises, manages and evaluates professional, classified, contracted and professional/consultant staff in the Health Center in accordance with the appropriate collective bargaining and affirmative action guidelines.
- Supervises and/or conducts the recruitment, selection, orientation and evaluation of student, graduate student and/or intern personnel as needed.
- Conducts regular staff meetings and performance evaluations.
Community Engagement and Prevention:
- Serves as liaison to other offices/departments and serves on department and university-wide committees as needed.
- Serves as health liaison with state and local public health agencies.
- Establishes and maintains liaison with and refers students to community/other medical providers for treatment when appropriate.
- Oversees Health Center outreach and preventive programs including to those from under-represented and under-served populations.
- Provides health education in relation to health maintenance, preventive health care and specific disease processes to individual students and to student group.
- Develops and promotes the Health Center as a university resource by communicating information about services and policies of the Health Center to the FSU community.
- Consults with and advises faculty and administrative staff regarding medical issues affecting the educational process.
- Attends/assists with University functions of general importance to student body or the University (Orientation, Welcome weekend, Commencement, etc.).
- Provide leadership and expertise regarding public health issues affecting the campus.
- Collaborates with the Director of Counseling Center and Coordinator of Wellness Education and others to improve integration of medical; counseling; health education; wellness; and, Prevention services to students.
- Designated as a confidential resource consistent with professional privilege when acting within a licensed clinical role and the interaction meets the requirements of a recognized privilege. For matters falling outside of professional privilege, responsible for reporting to the Equal Opportunity Officer or Title IX Coordinator knowledge or receipt of reports of discrimination, discriminatory harassment, and retaliation from students or other members of the university community.
- Designated as a Campus Security Authority under the Clery Act. Responsible for reporting deidentified crime statistics.
WORKING CONDITIONS:
Works in Counseling, Health and Wellness Center in proximity to other departments focused on student health and well-being. In person position with occasional evening and weekend responsibilities.
Job Requirements:
MINIMUM QUALIFICATIONS:
- A minimum of a Master's degree in health-related profession is required, with related medical licensure in the Commonwealth of Massachusetts.
- Prior supervisory/administrative experience.
- Prior experience in higher education preferred.
- Excellent verbal and written communication skills.
- Ability to work effectively as a member of a team.
Additional Information:
This is a full-time, exempt, benefits-eligible position in the Association of Professional Administrators (APA) bargaining unit with a union title of Director. The starting salary range is $130,000-140,000.
