General Summary:

The ATC Recruitment Specialist is responsible for recruiting staff specifically for Safer Foundation's Adult Transitional Centers (ATCs). This role involves coordinating the recruitment process, including onsite testing at ATC locations and extensive collaboration with the Illinois Department of Corrections (IDOC) to ensure all hires are fully vetted and approved before onboarding. The position requires expertise in corrections-related recruitment and adherence to regulatory and contractual requirements. The ATC Recruitment Specialist creates positive, memorable customer experiences, everyday, through effective recruiting activities. This role is apart of the Human Resources/Organizational Development team and reports directly to the AVP of Human Resources

Essential Duties and Responsibilities:

Stakeholder Interface and Service

  • Develops, facilitates, and implements recruitment processes specific to ATC roles, ensuring compliance with IDOC requirements.
  • Collaborates extensively with IDOC representatives to secure vetting and approval of candidates before hire.
  • Conducts onsite recruitment activities, including administering and overseeing testing at ATC facilities.
  • Build relationships with your candidates to understand their key motivations and assess cultural fit
  • Coach key stakeholders on the best and most appropriate next steps for hiring candidates
  • Maintenance and cultivation of stakeholder relationships
  • Build a robust candidate sourcing pipeline through various channels including outreach to passive candidates
  • Collaborate with the HR team and Hiring Managers to forecast hiring needs and develop necessary recruitment strategy
  • Ensures compliance with federal, state, and local employment laws and regulations, and company policies
  • Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders when needed.
  • Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
  • Serve on ad hoc committees as needed
  • Performs other duties as assigned

Stakeholder Outreach and Recruitment

  • Manages the end-to-end recruitment process for ATC roles, ensuring candidates meet the specialized requirements for working in transitional centers.
  • Maintains an active and qualified pool of candidates for ATC-specific positions, proactively sourcing individuals with relevant experience or certifications.
  • Employees are carefully selected using a proactive, recruiting process that attracts and focuses on the retention of high performing employees. These results are achieved by:
    • Maintaining ongoing communication with hiring managers and other HR team members to ensure that the hiring needs and agency’s goals are adequately met.
    • Determining feasible sourcing methods quickly and economically to ensure that quality applicants are identified.
    • Ensuring applicants have successfully demonstrated the appropriate knowledge, skills and abilities for the position.
    • Maintaining a qualified pool of candidates for employment processing.
    • Facilitating and expediting the employment process on a proactive basis by working with contractual funders and third-party vendors.
    • Safer employees are afforded opportunities for promotion and/or lateral movement by utilizing the internal job vacancy system
  • Attends and participates in job fairs and recruiting sessions

Tracking, Documenting, and Reporting

  • Maintains meticulous records related to candidate vetting, approvals, and recruitment activities for ATC roles, ensuring compliance with all IDOC and contractual guidelines.
  • Manage the Human Resources Information System
  • Development of monthly and general reports
  • Synthesize data from multiple sources (candidate’s personal information, market data, internal comparable) to determine the optimal offer structure
  • Maintenance and development of interview guides and PRD’s
  • Policy interpretation and procedures

Required Knowledge, Skills and Abilities:

  • Deep understanding of corrections-related recruitment processes.
  • Ability to work collaboratively with regulatory agencies like IDOC and navigate approval protocols.
  • Ability to multi-task and work with minimum supervision
  • Hands-on experience and self-sufficiency with Microsoft productivity tools, including Outlook (for email), Office (Word, PowerPoint, Excel), and online collaboration tools (video conferencing, Zoom/Teams, messaging).
  • Excellent communication (verbal and written) and interpersonal skills

Education and Experience:

An Associate's or Bachelor's degree and minimum of 2 years of Human Resources Recruitment experience

Previous experience in corrections-related recruitment or working with regulatory agencies is highly preferred.

Licenses and or Certifications:

PHR, SPHR, SHRM-CP, SHRM-SCP, not required, but preferred.
