Position Summary:

Midnight Sun is seeking to hire a Contract Acquisition Specialist V contingent on Task Order Award. The Contract Specialist V will provide support to the Department of Interior (DOI) Bureau of Indian Affairs (BIA), including the Assistant Secretary-Indian Affairs, Deputy Assistant Secretary-Management, and Office of the Chief Financial Officer (OCFO). OCFO responsibilities include providing overall guidance and expertise on federal acquisitions and financial assistance requirements.

Duties/Responsibilities:

  • Serves as the primary interface and point of contact with Government program authorities on technical and project issues, including acquisition and administrative matters on major procurements supporting various customers within and adjacent to BIA.
  • Provides a high level of technical assistance to managers, supervisors, and fellow team members on problems of unusual complexity or sensitivity in procurement of supplies and periodically meets with team members, providing support to less-experienced contract staff.
  • Provides supports and coordination for the administration of high visibility, long-term extensive contract programs, supporting a variety of offices/customers for selected contracts and assists in the monitoring of Contractors.
  • Works closely with the branch chief to assess and implement monthly period of performance reviews for IA and uploads the actions on the Acquisition Tracker.
  • Supports and negotiates complex modifications to contracts and conducts analysis of alternatives and the capabilities and characteristics of the assigned contractors.
  • Identifies areas for process improvement and briefs management on feasibility of implementation.
  • Utilizes price/cost analysis techniques to support the development of cost related sections of solicitation documents and the analysis of cost and price data, labor and material cost, etc., and supports the development of budgets for planned procurements.
  • Assists customers in developing statements of work and procurement strategy; and develops evaluation plans, pricing methodologies, and contract administration.
  • Develops, and at times delivers, training content related to acquisitions and procurement regulations.
  • Conducts detailed studies of contractor's management, operational and financial policies to determine capability to perform contract.
  • Coordinates the extension of periods of performance, resolves disputes, approves payments, and performs closeout or contract cancellations.
  • Provides support on Pre-Award and Post-Award Functions.

Minimum Requirements:

Education and Industry Experience

  • Experience: Eight (8) or more years of directly related experience in federal contracting, preferably with Department of Interior.
  • Education: A four-year course of study leading to a bachelor's degree that included, or was supplemented by, at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Knowledge, Skills, and Abilities

  • Mastery of contracting principles, laws, statues, Executive Orders, regulations and procedures applicable to pre-award and/or post-award actions for a variety of specialized equipment, services, and/or construction, or to conduct studies of problem areas and develop standard methods and operating procedures.
  • Mastery of contracting methods and contract types including specialized knowledge of Federal contract administration policy, procedures, techniques, and evaluation/control methods.
  • Knowledge of business practices and market conditions applicable to program and technical requirements.
  • Knowledge of contracts and pre-and post-award contracting policies and procedures to plan, execute, and administer a group of contracts, and any subsequent modifications.
  • Knowledge of program and technical strategies and requirements to evaluate capabilities and performance and to provide technical advice to IA program offices and staff.
  • Skill in written and oral communications and in the use of negotiation techniques.
  • Ability to analyze difficult acquisition issues and identify alternative courses of action, modify standard contracting procedures and terms to solve a variety of contractual problems and effect streamlined acquisitions.
  • Successfully accomplishes work with a high degree of independence, often balancing competing priorities with short lead times.

Certifications/Licenses/Other

  • Must be a US Citizen.
  • Certification: DAWIA or FAC-C Level III certification, or other commercial qualifications (NCMA - CFCM, CPCM) preferred.
