Position Overview
We are seeking an experienced Senior Contracts Specialist to support complex acquisition and procurement activities within a dynamic federal environment. This role will contribute to acquisition management, project management, acquisition governance, policy implementation, contract administration, and procurement strategy.
The Senior Contracts Specialist will handle non-standardized and varied procurements, including construction-related contracts. This position requires a senior-level professional who can independently plan and conduct complex contract responsibilities, resolve procurement issues, coordinate multiple stakeholder requirements, and provide technical guidance to section staff as needed.
Key Responsibilities
- Manage complex acquisition and procurement activities from planning through execution and administration.
- Handle non-standardized and varied procurements, including procurements involving construction contracts.
- Develop contract specifications, solicitation documents, acquisition documentation, and procurement-related materials for complex requirements.
- Support procurement strategy, acquisition planning, acquisition governance, policy compliance, and procurement best practices.
- Coordinate requirements across multiple end users, stakeholders, vendors, and Board staff.
- Conduct negotiations and assist in resolving technical procurement issues, contract disputes, and contract performance concerns.
- Interpret contracting laws, procurement regulations, standards, policies, and procedures to support compliant acquisition actions.
- Compose, review, and interpret written materials of moderate to complex difficulty related to procurement and contracting matters.
- Provide technical guidance and acquisition support to section staff when needed.
- Manage multiple priorities, competing deadlines, and complex procurement tasks with strong attention to detail.
Required Qualifications
- 10+ years of experience in acquisition management, procurement, contracting, project management, acquisition governance, acquisition policy, or a closely related field.
- Demonstrated experience handling complex procurement and contract matters independently.
- Experience with federal government acquisition and procurement functions is strongly preferred.
- Bachelor's degree preferred in Business, Management, Economics, Mathematics, English, Government, or a related field; equivalent experience may be considered.
- Excellent knowledge of contracting and procurement regulations, contracting laws, practices, principles, policies, standards, and regulations.
- Experience with government and commercial statutes, regulations, contracting principles, best practices, and solicitations.
- Ability to read, comprehend, interpret, and compose procurement-related materials involving moderate to complex issues.
Required Certifications
- PMP, FAC-C, FAC-P/PM, or DAWIA equivalent certification required.
Required Technical Skills
- Excellent proficiency with Microsoft Office Suite, including Microsoft Word and Microsoft PowerPoint.
- Ability to prepare procurement documentation, contract files, acquisition materials, reports, and presentations.

Work Environment
This position is primarily onsite at International Square in Washington, DC, with some hybrid days available upon approval. The selected candidate must be flexible with onsite hours and available to attend certain meetings in person. The role reports to a Senior Advisor and Director.
