Job Description
Luzerne County is seeking a skilled and collaborative fiscal professional to support the financial operations of our Mental Health and Developmental Services (MHDS) programs. This leadership role oversees budgeting, contracts, and financial planning for a system serving two counties, with an annual budget of approximately $22 million.
This position is ideal for someone who enjoys working with both numbers and people—balancing financial oversight with meaningful collaboration across teams, providers, and state partners.In this role, you will:
- Lead budgeting, financial planning and allocation of MHDS Funds
- Develop and manager provider contracts, including rates and service agreements
- Monitor expenditures and ensure alignment with contracts and regulations
- Review and approve invoices and budgets for accuracy and compliance
- Collaborate with internal teams, providers, and state partners on fiscal matters
- Prepare financial reports, annual plans, and budget submissions
- Support audits and implement improvements when needed
- Supervise and support fiscal and administrative staff
- Contribute to policy development and ongoing system improvements
- Other duties as assigned.
We’re seeking someone who brings:
- A strong foundation in accounting, budgeting, or fiscal management
- The ability to analyze data and provide clear financial insights
- Experience managing multiple priorities and deadlines
- Strong communication and collaboration skills.
- Ability to express ideas effectively, both orally and in writing.
- An interest in supporting human services programs and community impact
- One year as a County Fiscal Officer 2 Or,
- Three years of accounting and/or budgetary experience and a business-related bachelor's degree, that includes six college credits in accounting Or,
- Five years of accounting and/or budgetary experience and a business-related associate's degree, that includes six college credits in accounting Or,
- An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
