About This Position

THIS POSITION WILL REMAIN OPEN UNTIL FILLED

This is a professional, administrative, supervisory position charged with fiscal responsibility directing bi-county Mental Health and Developmental Services (MH-DS) with a total annual budget of approximately $22 million.
  • Develops Mental Health and Developmental Services allocations to provider agencies for the purpose of negotiating per diem or other unit costs for inclusion in contract.
  • Develops primary and service purchase contracts for the acquisition of services for individuals with mental illness and intellectual disabilities. Writes language into the contracts specific to individual providers as needed. Reviews programmatic issues for inclusion into contracts.
  • Develops rate-setting packages for Supports Coordination and Targeted Service Management between the County and State offices.
  • Responsible for all Fiscal Department operations including developing and monitoring allocations, coordinating contract amendments and year-end budgetary adjustments related to mental health and developmental services and supervision official and data department staff.
  • Directs the Income and Expenditure Report process for all mental health and developmental services
  • Analyzes and recommends approval or disapproval of budgets submitted to County Office in Request for Proposal (RFP) solicitations for new services.
  • Reviews and approves invoices for client services for conformity to contracts, budgets and compliance with Department of Public Welfare regulations.
  • Reviews and interprets state and federal regulations as to their application to the County Office.
  • Meets with regional and central Offices of Mental Health and Substances Abuse Services (OMHSAS) and Developmental Programs (ODP) representatives over administrative issues affecting Mental Health and Developmental Services.
  • Responds to OMHSAS's and ODP's requests for expenditure and budget information throughout the year.
  • Prepares budgets on a calendar year basis individually to Luzerne County and Wyoming County Commissioners for local matching funds.
  • Prepares all financial information including budget and narrative for inclusion in both Mental Health and Developmental Services Annual Plan submissions.
  • Attends meetings with Mental Health and Developmental Services Advisory Board and its Program Committee and prepares information for their review and action.
  • Meets with provider executive directors and their financial staff to review financial and administrative changes and initiatives.
  • Prepares response to Bureau of Financial Operations on audit findings and Corrective Action Plans. Implements the corrective measures.
  • Provides assistance to the Administrator and Deputy Administrator in the development of office, program and system policy.
  • Prepares correspondence on administrative and financial issues for the Administrator and Deputy Administrator.
  • Serves as administrative office manager overseeing the purchase of supplies and equipment, reviewing maintenance contracts and insurance policies, developing cost allocation plans and performing time studies.
  • Oversees the Mental Health and Developmental Services provider Modified Classification Review (MCR) reporting system within the County Office.
  • Provides data for inclusion in the Annual Services Review.
  • Responsible for maintenance of the Mental Health and Developmental Services portion of the Human Services Block Grant allocation.
  • Other duties as assigned.

  • Knowledge of the principles and practices of public fiscal administration. Knowledge of accounting principles and procedures.
  • Knowledge of the principles and practices of auditing and cost accounting.
  • Knowledge of the capabilities of electronic and automatic data processing as it relates to fiscal operations.
  • Knowledge of social welfare program planning and operations as it relates to fiscal management.
  • Knowledge of modern office management methods.
  • Ability to identify and analyze trends, and provide fiscal and budgetary forecasts.
  • Ability to plan, assign, review and supervise the work of a staff of professional, technical and clerical employees.
  • Ability to provide guidance, training and technical assistance to subordinates and to staff of program funded and fee-for-service agencies.
  • Ability to evaluate staff and program effectiveness.
  • Ability to establish and maintain effective working relationships with county, state and federal officials, public or private administrators, subordinates, associates and representatives of provider agencies and others.
  • Ability to express ideas effectively, both orally and in writing.

  • One year as a County Fiscal Officer 2 Or,
  • Three years of accounting and/or budgetary experience and a business-related bachelor's degree, that includes six college credits in accounting Or,
  • Five years of accounting and/or budgetary experience and a business-related associate's degree, that includes six college credits in accounting Or,
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
