Under the general direction of the City Attorney, serve as key advisor to the Executive Leadership Team for planning, organization, development, and administration of uniform human resources policies, procedures and programs, and provide technical and supervisory direction to the Human Resources Division. Responsible for administering human resources programs including recruitment and selection, classification and compensation, benefits, labor relations, training and development, and regulation compliance. Serve as Risk Manager for the City.
Essential duties may include but are not limited to the following:
Attendance
Maintain regular, reliable, and punctual attendance.
Classification and Compensation
Administer classification, salary, and benefit programs; research market information; develop recommendations on salaries, and pay and benefit practices.
Diversity/EEO
Administer the City's workforce diversity program; initiate, develop and recommend policies and procedures; ensure compliance with State and Federal equal opportunity employment laws and regulations; participate in preparing for and defending equal employment opportunity (EEO) charges filed against the City.
Labor Relations
Administer labor relations activities for the City. Participate in and advise on the negotiation of collective bargaining agreements and grievance/labor dispute resolution; research, analyze and prepare materials for contract negotiations; draft and prepare cost analysis of settlements and proposals; and ensure compliance with federal and state labor laws. Ensure the effective administration of collective bargaining agreements by supervisory personnel and communicate changes to and implementation of contract clauses.
Program Development and Administration
Plan, organize and manage the city-wide comprehensive human resources and safety/risk management programs of the City including recruitment and selection, labor relations, staff training and development, classification, compensation and benefits, employee recognition, safety, wellness, safety, and risk management.
Develop, recommend, and implement programs to enhance the efficiency, effectiveness and quality of City workforce or work environment. Coordinate and conduct office and workflow process teams in analysis, implementation, and enhancement of work processes.
Administer the operations of the division. Develop internal work procedures to ensure consistent, quality human resources services. Plan, direct and evaluate the operations and functions of the Human Resources Division. Organize workloads and staff assignments to achieve goals within available resources. Prepare or assist with position budgeting and division budget; monitor and control division expenditures in accordance with City budget and policies.
Prepare and maintain a variety of personnel-related records and reports.
Risk Management
Evaluate City practices to determine possible liability risks, claim trends, personal and property damage claims and make recommendations for improvement. Analyze and coordinate the preparation, maintenance and distribution of risk management records, statistics and other materials.
Staff Supervision
Supervise the work of human resources employees to include training and evaluation of staff; provide leadership, coaching and mentoring.
Training
Develop and monitor mandated and discretionary training; train others in human resources-related topics.
Other related duties as assigned.
Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered. A typical combination is: a bachelor's degree in personnel, business administration, or related field and five (5) years of experience in human resources functions including at least one (1) year in a supervisory capacity. Experience with labor/management desired.
KNOWLEDGE OF:
Principles and practices of public human resources administration including recruitment and selection, classification and compensation, job analysis, benefits administration, labor relations, training, and relevant local, state, and federal regulations.
Principles and practices of safety and risk management administration and programs.
Research methods, data collection, sampling techniques, statistical analysis and cost/benefit evaluation and analysis.
Lean Six Sigma practices and processes.
Program budgeting, financial management and short and long range planning concepts and principles.
City organization, operations, policies and objectives. Interpersonal skills using tact, patience and courtesy.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Operation of various computer systems and office equipment.

Communicate effectively both orally and in writing, to promote the plans and programs of the human resources division to the City's leadership and employees.
WORK ENVIRONMENT
Work is performed primarily in an office setting. Employee may be exposed to noise from basic office equipment operation. Some travel to a variety of locations to perform work and/or attend meetings may be required.
PHYSICAL ABILITIES
Dexterity of hands and fingers to operate a computer keyboard and other standard office equipment, hearing and speaking to exchange information and make presentations, sitting or standing for extended periods of time, seeing to verify documents and monitor personnel activities. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close, distance, color and peripheral vision; depth perception; and the ability to adjust focus.
