Position Overview: The Senior Accountant and Budget Analyst works under supervision by the Finance Manager and does not supervise other staff. The Senior Accountant and Budget Analyst may provide lead direction and oversight on district project teams working on a variety of analysis projects. The Senior Accountant and Budget Analyst exercises independent decision-making within established guidelines and receives only occasional instruction or assistance as new or unusual situations arise
This position performs accounting and related processing, reporting, and control functions, including transaction processing, payroll accounting, financial system control, rate analysis, budget support, billing, internal audit review, project accounting, and financial accounting and reporting.
The individual in this position will handle sensitive and confidential information ensuring compliance with District policies, and State and Federal legal requirements.
This position also assists the Finance Manager and the Director of Finance and Administration on variety of employee benefits issues and other programs as needed. The job duties include, but are not limited to:
- Maintaining and analyzing monthly performance reporting.
- Assisting managers in evaluating budget variance analysis.
- Evaluating operational programs and processes for effectiveness and providing written recommendations for improvement. Designing systems, procedures, forms, and work measurements to effect improvement.
- Analyzing statistical information as it relates to trends, costs of service, and budget forecasting.
- Preparing cost-benefit analysis and other studies on proposed and/or new projects and services as necessary.
- Performing periodic audits of asset inventories for accuracy and assisting departments with the continued development of asset tracking.
- Working extensively with program staff to conduct surveys, studies, and investigations; prepare recommendations for proposed changes, including their estimated fiscal and organizational impacts.
- Assisting the Finance Manager with special projects, including organizing information, conducting research, providing project documentation, and preparing project reports. This also includes assisting in the development, maintenance, and use of long-term financial planning models.
- Assisting the Finance Manager in the design and development of financial reporting/ tracking tools to assist other staff in the effective operation of their programs. Design controls reporting systems for use in unit measurement for evaluation of performance.
- Serving on or providing support to a variety of committees, task forces, or groups as necessary.
- Performing other duties as assigned.

Knowledge of:
- Generally Accepted Accounting Principles (GAAP) for governments
- Advanced understanding of accounting principles, systems, procedures, and controls.
- Advanced understanding of principles, practices, and procedures of financial record keeping and reporting.
- Financial information systems, spreadsheet software, and software for accounting systems.
- Public sector accounting rules, administrative organization, and regulations affecting financial operations.
- Public sector budgeting and Oregon minimum standards
- Advanced understanding of internal controls and auditing procedures.
- Project management principles/practices and prioritization, and change management.
- Applicable federal, state, and local laws, codes, and regulations concerning the operation of the assigned program area(s).
Ability to:
- Communicate clearly and concisely, both orally and in writing, with diverse customers, employees, contractors, other agencies, public officials, and the general public.
- Use word processing and spreadsheet programs and other software applications as required for position.
- Make presentations and develop reports that may include technical information.
- Prepare and evaluate a wide variety of accounting and financial reports and studies.
- Apply legal concepts to accounting and financial functions.
- Establish and maintain fiscal records.
- Analyze and/or create accounting solutions using automation techniques.
- Analyze data and draw logical conclusions.
- Plan, organize, schedule, assign, review, and evaluate the work of staff.
- Evaluate and make recommendations on internal controls required to ensure the accuracy of accounting information captured and maintained within the automated accounting environment.
- Maintain confidentiality regarding confidential information and data.
- Interpret laws, rules, and regulations
- Research and analyze issues and problems.
- Evaluate program operations and performance.
- Complete assignments within the scope of specific assignments with direction and training from the Finance Manager.
- Manage multiple projects and program areas simultaneously.
- Perform work involving the use of independent judgment and personal initiative.
- Display exceptional attention to detail and time management.
- Collect, compile, and analyze information and data.
- Make sound decisions based on research and analysis.

Education, Experience, and Special Requirements:
- Bachelor’s degree in an applicable field or equivalent experience and,
- 3-5 years directly related professional experience
Working Environment: General office environment, sitting, occasional lifting. This position is not considered safety sensitive. This position is expected to work during regular business hours to provide support to departments. This position is eligible for hybrid work if authorized under district policies and procedures. The District reserves the right to change the hybrid telework policy.
