Job Summary

The Housing Inspector is responsible for completing residential housing inspections for units receiving assistance through HOM, Inc. and partner housing agencies. This position ensures units meet applicable HUD inspection requirements, program standards, and internal compliance expectations. The Housing Inspector plays an important role in supporting safe, decent, and affordable housing opportunities for program participants by identifying inspection concerns, documenting results, communicating required repairs, and supporting timely resolution of inspection-related housing issues.

The Housing Inspector is a full-time, non-exempt position that combines field-based and on-site work responsibilities. This role regularly conducts inspections and home visits throughout the community while also completing documentation, reporting, scheduling, and other administrative duties from a HOM office location.

Primary Job Responsibilities

Inspection and Compliance Duties

  • Perform initial, annual, special, move-out, re-inspection, and other required inspections of residential dwelling units in accordance with HUD inspection requirements, and applicable program standards.
  • Evaluate dwelling units for health, safety, habitability, and compliance concerns.
  • Document inspection findings accurately and thoroughly through required housing software, inspection reports, photos, letters, and related records.
  • Explain inspection results, repair requirements, deadlines, and potential consequences of failed inspections to landlords and tenants.
  • Support compliance with program requirements related to failed inspections, abatements, damage claims, vacancy loss, and program termination processes.
  • Maintain inspection photos, notes, reports, and documentation in the appropriate housing software system.

Coordination and Communication Duties

  • Coordinate inspection and re-inspection appointments with landlords, tenants, Housing Specialists, Real Estate Agents, Contracted Agencies, and other partners.
  • Maintain consistent and professional communication with landlords, tenants, participants, team members, and community partners by phone, email, and in person.
  • Provide education to landlords, property owners, and community partners regarding inspection expectations, and housing quality requirements.
  • Partner with Housing Specialists and program staff to support housing stability when inspection concerns impact participants.

Supportive Housing Duties

  • Perform periodic home visits for new program participants in supportive housing programs, as assigned.
  • Communicate home visit results to Housing Specialists through the required reporting process.
  • Explain damage claim and vacancy loss procedures to landlords participating in supportive housing programs.
  • Support landlord relationships by providing clear information, timely follow-up, and professional service.

Administrative and Field Duties

  • Utilize housing software through desktop and/or mobile access to enter inspection data, generate inspection reports, issue letters, and maintain required documentation.
  • Maintain accurate records of inspection activity, communication, follow-up actions, and program-related documentation.
  • Operate and maintain a company vehicle, including routine care, cleanliness, and reporting of maintenance needs.
  • Maintain a clean driving record free of serious traffic violations or preventable accidents.
Requirements:

  • Strong organizational skills with the ability to manage schedules, documentation, follow-up tasks, deadlines, and competing priorities.
  • Ability to work independently in the field while maintaining strong communication, accountability, and follow-through.
  • Demonstrated communication skills with the ability to explain information, expectations, timelines, and next steps clearly and professionally.
  • Strong interpersonal skills with the ability to work effectively with landlords, tenants, program participants, team members, community partners, and contracted agencies.
  • Ability to remain professional, calm, and solution-focused when addressing difficult conversations, competing needs, or time-sensitive concerns.
  • Ability to think critically, problem solve, adapt to unexpected challenges, and use sound judgment within established policies and procedures.
  • Strong sense of ownership over assigned work, documentation, communication, follow-through, and outcomes.
  • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Outlook, Word, Excel, and related platforms.
  • Ability to learn and use housing software, inspection software, electronic records systems, and other technology platforms required for the role.

Other Requirements

  • Must pass a background check consistent with role responsibilities and compliance requirements.
  • Ability to handle sensitive and confidential information, including PII and PHI, in accordance with organizational policies.
  • Current Arizona Driver’s License with a clean three-year driving record.
  • Current automobile insurance.
  • Ability to travel locally to complete field-based inspections, home visits, and related duties.
  • Ability to safely operate a company vehicle and comply with HOM vehicle use expectations.
  • Ability to perform duties in residential housing environments, including walking units, using stairs, visually inspecting interior and exterior areas, and documenting property conditions.
  • Ability to lift up to 30 lbs. as part of regular job duties.
  • Flexibility to support additional duties as assigned.

Education and Training

  • High School Diploma or GED equivalent required.
  • An associate or bachelor’s degree preferred.
  • Industry certification for HQS, NSPIRE, UPCS, or other HUD inspection standards preferred, or ability to obtain required certification within 90 days of hire.
  • Minimum of (1) one year of experience performing housing inspections, or (3) three years of experience in residential property maintenance, property management, housing programs, construction, code compliance, or an equivalent combination of relevant experience strongly preferred.
  • Experience working with HUD-funded housing programs, Housing Choice Voucher programs, Permanent Supportive Housing, Rapid Rehousing, or other rental assistance programs preferred.
