About the Role
This role is responsible for managing all affairs between GDLS and suppliers/subcontractors for various types of subcontracts/Purchase Orders including both fixed price and cost reimbursement.
Responsibilities for the role
Solicitation/Preparation of Request for Proposals (RFP's) and Request for Quotes (RFQ's)
Cost analysis of proposals
Proposal fact finding
Proposal negotiations, including cost, terms and conditions, payment terms, and scope of work
Purchase order and subcontract preparation, placement, and continued
administration/monitoring to assure compliance to requirements/scope of work
Technical ability to interpret drawings and determine completeness of scope of work
Formal purchase order and subcontract completions
Provide customer service to internal and external customers such as payment discrepancies
Serve as a Program Manager between supplier and GDLS functional departments and other General Dynamics divisions
Preparation and negotiation of lntercompany Service Agreements (ISA's), non-disclosure agreements, terms and conditions, and master service agreements
Coordinate "Source Selection" process
Ensure GDLS compliance with applicable procurement laws and regulations
Expedite material to meet plant and engineering needs
Work as a team member and assist/mentor colleagues as needed
Develop new suppliers
Comfortable in working with and presenting to senior leadership, both internal and external
Position Requirements:
- Bachelors Degree in a business area of study. Supply Chain Management preferred.
- 10+ years experience in a similar role.
- Ability to use Oracle system & associated computer systems.
- Experience in cost and price analysis and write-ups.
- Ability to negotiate.
- Occasional domestic travel.
- Possible International travel.
- Strong communication (oral & written) and problem-solving skills.
- Strong problem solving and program management skills.
- Excellent business acumen.
- Work in a team environment to meet team objectives and performance metrics.
- Perform under pressure to meet deadlines, provide timely updates, and communicate status with all parties involved.
- Strong working knowledge of Microsoft Word, Excel & the Internet business applications are desired but are not mandated.
- Strong understanding of procurement processes, systems and MRP.
- Ability to multi-task and proper management of workday and buying deck.
