Job Description
We are seeking an experienced Senior Analyst – Training Resource Model (TRM) / Operations Resourcing to provide contractor support to the U.S. Army Western Hemisphere Command (USAWHC), Deputy Chief of Staff, Operations (DCSOPS), Requirements & Resourcing Directorate (RRD).
The Senior Analyst will serve as a TRM Action Officer / Operations Resourcing Analyst, providing analytical and resource-management support for Army training requirements, programming and budgeting, OPTEMPO resourcing, cost and trend analysis, and Combat Training Center (CTC) requirements.
The ideal candidate combines strong quantitative and analytical skills with practical knowledge of Army resource management, training requirements, programming and budgeting processes, and operational planning. The position requires the ability to analyze complex data, develop resource forecasts and models, identify funding requirements, and translate findings into clear recommendations and decision-support products for senior leaders.
Key ResponsibilitiesTraining Resource Model (TRM)Manage and support authorized HQDA versions of the Training Resource Model (TRM), including installation and configuration on approved workstations.
Analyze TRM model updates, database/schema changes, algorithms, and calculation methodologies.
Validate command-specific baseline data and identify discrepancies, anomalies, and data-integrity issues.
Coordinate with HQDA TRM/model developers to resolve technical issues and implement approved corrections.
Maintain model version histories, change logs, validation documentation, and variance analyses.
Ensure TRM configurations and supporting data remain accurate, operational, and aligned with authorized model requirements.
Analyze prior-year execution, current-year adjustments, and budget-year requirements to identify funding trends and resource requirements.
Develop and consolidate G-3/5/7 inputs for Program Objective Memorandum (POM), mid-term, and long-range planning submissions to HQDA.
Prepare resource recommendations, justification narratives, exhibits, and supporting analysis for the Command Operating Budget (COB).
Support requirements across multiple appropriations, including OMA, OPA, OMNG, and RPA.
Develop outyear funding forecasts and identify resource gaps, risks, and emerging requirements.
Translate complex analytical findings into concise, leadership-ready briefings, reports, and recommendations.
Monitor operational trends, consumption rates, historical execution, and TRM cost-factor changes.
Evaluate the impact of inflation, fuel and parts costs, training requirements, and other cost drivers on resource requirements.
Conduct quantitative trend, sensitivity, and scenario analyses.
Develop "what-if" models to evaluate potential changes in assumptions, requirements, and operating conditions.
Prepare cost-factor assessments, risk analyses, trend briefings, and mitigation recommendations.
Support the calculation, validation, and distribution of Operating Tempo (OPTEMPO) resources across subordinate units.
Analyze requirements associated with ground miles, flying hours, track miles, simulator hours, and other training-resource measures.
Apply TRM-generated requirements and algorithms to command-wide resource allocation decisions.
Monitor execution against funded targets and identify shortfalls, excesses, and emerging requirements.
Conduct monthly and quarterly execution and burn-rate analyses.
Develop resource reallocation recommendations based on execution, readiness requirements, and changing operational needs.
Perform Action Officer responsibilities supporting command-wide OPTEMPO management.
Evaluate command-specific BLTM issues and develop recommendations for resolution.
Review and adjust model event parameters and resource-consumption profiles to reflect operational realities and unique mission requirements.
Validate training-event assumptions and associated cost factors.
Document model adjustments, methodologies, assumptions, and resulting impacts.
Coordinate with stakeholders to ensure unit-specific models remain accurate and supportable.
Support CTC resource analysis and requirements development for scheduled rotations and major exercises.
Calculate, validate, and document OPTEMPO requirements for NTC, JRTC, JMRC, and comparable exercises.
Reconcile rotational training requirements against baseline TRM allocations.
Identify funding variances and resource gaps before and after training rotations.
Prepare pre- and post-rotation resource validation and reconciliation packages.
Provide analytical support for CTC-related resource decisions, briefings, and leadership engagements.
Bachelor's degree in business, finance, economics, operations research, mathematics, statistics, public administration, management, or a related analytical discipline.
Significant experience supporting Army operations, resource management, programming and budgeting, training management, or defense-related programs.
Demonstrated experience analyzing complex datasets and translating findings into actionable recommendations.
Experience with Army programming, budgeting, resource management, or training-resource processes.
Advanced proficiency with Microsoft Excel, including formulas, pivot tables, data analysis, and financial/resource modeling.
Experience developing analytical reports, executive-level briefings, resource exhibits, and decision-support products.
Excellent written and verbal communication skills.
Ability to work independently, manage multiple priorities, and meet deadlines.
Ability to obtain and maintain required security clearance and/or government access.
Experience with the Training Resource Model (TRM) or similar Army training/resource modeling systems.
Experience with the Battalion Level Training Model (BLTM).
Experience supporting HQDA POM, budget formulation, COB, or related Army programming and budgeting processes.
Knowledge of Army OPTEMPO funding and distribution methodologies.
Experience supporting Combat Training Center rotations, including NTC, JRTC, or JMRC.
Experience supporting Army G-3/5/7, G-8, or comparable operations/resource management organizations.
Experience conducting cost-factor, trend, sensitivity, and scenario analysis.
Familiarity with OMA, OPA, OMNG, RPA, and other Army appropriations.
Prior U.S. Army, Department of Defense, or defense-industry experience.
Active DoD security clearance.

This is a full-time remote contractor position supporting USAWHC requirements. The position requires regular coordination with military, government civilian, contractor, HQDA, and subordinate-unit personnel. The analyst must be capable of independently managing workload, maintaining secure communications and data-handling practices, and delivering high-quality products in accordance with established Army and contract requirements
