Locksmith – EPA Headquarters

DESCRIPTION
We are seeking a reliable, detail-oriented Locksmith to support the daily physical security operations of the Environmental Protection Agency (EPA) Headquarters (HQ) facilities. This position is responsible for installing, maintaining, troubleshooting, repairing, replacing, and re-keying mechanical, electronic, and combination locking systems across multiple EPA locations in the National Capital Region. The Locksmith will perform lockouts, key cutting, safe and container access, combination changes, key control administration, Traka key box management, and support access control and security operations as directed by EPA security personnel.
The ideal candidate will be dependable, customer-service focused, technically proficient, and capable of maintaining strict accountability for security assets while ensuring timely response to service requests, accurate recordkeeping, and compliance with EPA security procedures and standards.

MINIMUM QUALIFICATIONS
Job Requirements/Skills:
• 3 years of experience with a Bachelor's Degree
or
• 5 years of experience with an Associate's Degree
or
• 7 years of experience with a High School Diploma/G.E.D.
and:
• Be eligible to obtain a SECRET security clearance (or higher).
• Must have excellent customer service skills
• Must have good verbal and written communication skills (English)
• Must be fluent in the English language
Certification Requirements (Preferred):
• Certified Registered Locksmith (CRL)

Duties and Responsibilities:
Physical Security Lock and Key Operations
• Install, maintain, repair, replace, and re-key mechanical, electronic, and combination locking devices throughout EPA Headquarters facilities.
• Perform lock opening, lock repair, lock replacement, re-keying, key code cutting, and combination changes as directed.
• Open locked offices, rooms, cabinets, desks, safes, and government-owned security containers in accordance with EPA procedures.
• Drill and clear locks, safes, and containers when required and authorized.
• Respond to employee lockout requests and provide timely access after verification of identity.
• Support physical security requirements through proper maintenance and operation of locking hardware and key systems.
Key Control and Accountability
• Maintain strict accountability of master keys, controlled key blanks, lock cores, and other security-sensitive materials.
• Administer and maintain the Traka key management system and associated key inventories.
• Operate and maintain the Simple-K key issuance and tracking system.
• Maintain key custodian records, key issuance documentation, and key inventory records.
• Track, inventory, and account for all keys and locksmith supplies.
• Prepare reports concerning key utilization, inventory levels, and system accountability.
Combination and Safe Administration
• Change combinations on mechanical, electronic, and security locking systems as directed by authorized EPA personnel.
• Maintain records of door combinations and non-NSI security container combinations.
• Reset and service X-0 series safes, Unican locks, Kaba Mas Eplex systems, PowerPlex systems, Simplex locks, and related locking devices.
• Prepare security containers for decommissioning by ensuring required combination settings and compliance requirements are met.
• Coordinate with EPA personnel regarding National Security Information (NSI) container requirements.
Security Systems Support
• Support operation and troubleshooting of physical access control and security equipment.
• Assist with access control devices, card readers, alarm systems, and related security hardware.
• Change batteries in locks and local alarm systems.
• Troubleshoot lock, key, access control, and alarm malfunctions.
• Support security operations in headquarters and satellite facilities as directed.
• Report equipment deficiencies, malfunctions, or security concerns through established channels.
Facility Security Support
• Provide locksmith and physical security support to EPA headquarters and satellite facilities throughout the National Capital Region.
• Install and maintain locking hardware supporting office security and access control requirements.
• Recommend lock and key systems for new office space, renovations, and security improvements.
• Support special security projects and facility security initiatives as assigned.
• Respond to urgent service requests involving access issues, lock failures, and other physical security concerns.
• Provide limited after-hours support when authorized and requested by the EPA COR.
Recordkeeping and Reporting
• Maintain accurate records of lock work, key inventories, combination changes, and service activities.
• Prepare and submit Monthly Lock Work Reports in accordance with contract requirements.
• Prepare Weekly Traka Key Reports and other required reports.
• Monitor inventory levels and report supply shortages or procurement needs.
• Document completed work, deficiencies, repairs, and security-related activities.
• Maintain orderly records and support audits, inspections, and quality assurance reviews.
Customer Service and Professional Conduct
• Provide courteous, professional, and responsive service to EPA customers and personnel.
• Verify authorization before performing lock, key, access, or security-related services.
• Communicate effectively with EPA employees, facility managers, security personnel, and contractor staff.
• Maintain confidentiality and protect sensitive information encountered during the performance of duties.
• Comply with all EPA security policies, procedures, training requirements, and contractual obligations.
• Identify yourself as contractor personnel and maintain professional conduct while performing official duties.

COMPENSATION/BENEFITS
Wages and Fringe Benefits
Overtime pay rate: $53.205 per hour every hour over 40 hours per week
Total earnings: $40.56 per hour
• Base pay rate $35.47 per hour up to 40 hours per week
• Health & Welfare $5.09 per hour up to 40 hours per week of health and welfare; to be applied to health coverage expenses unless exempt, if exempt will be applied as a 401k contribution.
Additional Benefits:
• Up to two weeks (80 hours) of vacation per year, made available for use as it is accrued at the end of every pay period, increasing with seniority (pro-rated for Part-Time employees).
• Up to seven days (56 hours) of paid sick leave a year, made available for use as it is accrued at the end of every pay period. (pro-rated for Part-Time employees).
• Eleven (11) paid holidays annually, granted on January 1st (pro-rated for Part-Time employees).
