Program Manager - NOAA

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager - NOAA based in United States.

This role provides program and project management leadership across medium- and large-scale IT initiatives supporting critical federal weather services.
You will help plan, execute, monitor, and report on programs throughout their full lifecycle while ensuring alignment with federal policies and governance requirements.
The position combines portfolio coordination, financial tracking, risk management, acquisition support, and executive-level reporting.
You will work closely with government program managers, integrated project teams, technical stakeholders, and leadership to keep complex initiatives on track.
Your work will contribute to effective technology investments, stronger governance, and reliable delivery of mission-critical programs.
The role offers an opportunity to apply established project management practices while supporting Agile and hybrid delivery environments.
Success requires strong organization, communication, attention to detail, and the ability to manage competing priorities in a fast-paced federal environment.

Accountabilities
  • Provide program and project management support across portfolios, programs, and IT projects supporting federal weather service initiatives.
  • Support project planning, execution, monitoring, and closeout in accordance with established project management principles and governance processes.
  • Develop and maintain project schedules, Integrated Master Schedules, risk registers, status reports, action-item trackers, and other program management artifacts.
  • Monitor cost, schedule, scope, performance metrics, risks, dependencies, and milestones to support successful project delivery.
  • Support Capital Planning and Investment Control activities, including investment reporting, baseline change requests, and data calls.
  • Prepare and maintain project plans, briefings, reports, charters, standard operating procedures, business process documentation, and related deliverables.
  • Facilitate governance forums, integrated project team meetings, stakeholder reviews, and other program coordination activities.
  • Assist with budget formulation, execution tracking, financial reporting, and monitoring of program resources.
  • Support acquisition activities, including Requests for Information, Statements of Work, Requests for Proposals, and procurement documentation within applicable federal requirements.
  • Provide clear, concise written and verbal communication to technical teams, program stakeholders, government leadership, and executive audiences.
  • Support audits, independent assessments, compliance activities, and continuous process improvement initiatives.
  • Coordinate priorities, delegate tasks when appropriate, and ensure deliverables are completed accurately and within established deadlines.
Requirements
  • Bachelor’s degree in Business, Management, Information Technology, or a related field.
  • Active Project Management Professional (PMP) certification or equivalent project management credential.
  • 5–8 years of experience supporting federal IT programs, projects, portfolios, or related initiatives.
  • Strong understanding of portfolio, program, and project management methodologies and lifecycle practices.
  • Experience developing schedules, tracking risks and budgets, preparing status reports, and coordinating complex project activities.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Project, as well as Smartsheet, Visio, and cloud-based collaboration platforms.
  • Excellent written and verbal communication skills, with the ability to communicate effectively with technical, operational, and executive-level stakeholders.
  • Strong organizational, interpersonal, customer service, time-management, and problem-solving skills.
  • Ability to prioritize multiple responsibilities, manage deadlines, and delegate tasks effectively when required.
  • Ability to work effectively in a fast-paced and occasionally high-pressure environment.
  • Experience supporting NOAA, the National Weather Service, or Department of Commerce programs is preferred.
  • Familiarity with Agile methodologies and hybrid project delivery environments is advantageous.
  • Experience supporting cloud, enterprise IT, infrastructure, or other large-scale technology initiatives is a plus.
  • Experience responding to executive-level data calls and federal reporting requirements is preferred.
  • Must be a U.S. citizen due to federal contract requirements.
  • Must be eligible to obtain and maintain a Low Risk / Public Trust clearance.
  • Willingness to travel occasionally to federal facilities in the Washington, DC metropolitan area as required.
