Job Description: Requirements Business Analyst


Constellation seeks a Requirements Business Analyst to support automation development initiatives supporting acquisition and budgeting/financial processes. The Requirements Business Analyst will partner with business stakeholders to document current and future-state processes, gather and analyze business requirements, develop process flows and wireframes, support solution design, and assist with testing and implementation activities. This role will work as part of a small, collaborative team responsible for modernizing acquisition and financial management processes through Power Apps and related Microsoft technologies.

The ideal candidate must have the following experience, background, and credentials:
  • Bachelor’s degree (BA/BS) in Business, Public Policy, International Relations, Political Science, or a related field.
  • 2+ years of experience as a Business Analyst, Requirements Analyst, Functional Analyst, or similar role supporting software or application development projects.
  • Experience gathering, documenting, and managing business and functional requirements from diverse stakeholders.
  • Strong analytical, communication, facilitation, and problem-solving skills with the ability to translate business needs into clear technical requirements.
  • Experience documenting business processes using process mapping tools, flowcharts, or workflow diagrams.
  • Experience supporting software testing, including development of test cases, User Acceptance Testing (UAT), and defect tracking.
  • Be a U.S. citizen able to pass a background investigation by the client agency
Key Responsibilities:
  • Collaborating with business stakeholders to elicit, document, validate, and prioritize functional and business requirements.
  • Analyzing and document current-state ("as-is") and future-state ("to-be") business processes, workflows, and business rules.
  • Developing process maps, workflow diagrams, user stories, use cases, and functional requirements documentation.
  • Assisting in the design of user interfaces, wireframes, mockups, and user experience workflows for Power Apps solutions.
  • Working closely with developers, solution architects, and stakeholders throughout the software development lifecycle to clarify requirements and support solution delivery.
  • Supporting development of functional specifications, acceptance criteria, and implementation documentation.
  • Coordinating and support User Acceptance Testing (UAT), including development of test scenarios, test scripts, defect tracking, and validation of implemented functionality.
  • Facilitating requirements workshops, stakeholder meetings, and solution demonstrations while documenting decisions, action items, and follow-up activities.
  • Assisting with change management activities, user documentation, and end-user training materials as new solutions are deployed.

Preferred Skills:
  • Experience supporting Microsoft Power Platform solutions, including Power Apps, Power Automate, Dataverse, or SharePoint.
  • Experience designing wireframes, mockups, or user interface prototypes using tools such as Visio, Figma, Balsamiq, or similar.
  • Familiarity with Agile or iterative software development methodologies, including writing user stories and acceptance criteria.
  • Experience supporting acquisition, procurement, financial management, or other federal business processes.
  • Experience working with federal government clients, particularly within DHS or CBP environments.
